Description
The U.S. Army Contracting Command - Rock Island, on behalf of Combat Capabilities Development Command Chemical Biological Center intends to issue a competitive Cornerstone Initiative Request (CIR) CS-19-1701 on 26 Apr 19, with a closing date of 03 May 19. The CIR for development of a Trusted Capital Marketplace (TCM) is restricted to Cornerstone consortium members only. The CIR will use a best value evaluation approach. The CIR will solicit proposals for one (1) or more other transaction agreement (OTA) awards. Period of performance will be five (5) years. If one or more prototypes are successful, the intent is to award a follow-on prototyping task to qualify prototype functions, capabilities, and capacities. This effort will produce a sub-sector of Cornerstone Sector 17, "Trusted Capital". This CIR establishes a Trusted Capital Marketplace Program under the Industrial Base Analysis and Sustainment program. Functional management of the Trusted Capital Marketplace will be the responsibility of a non-profit Trusted Capital Marketplace Manager (TCMM). The TCMM will develop and employ a set of prototype processes and tools to fully support effective: a. construction and management of the Trusted Capital Marketplace, b. attainment of the listed technical objectives, c. management of ongoing TCM operations, and d. vetting of prospective Trusted Capital Partners and industrial companies, and subsequent monitoring of their trustworthiness over time. Technical Objectives: See Attachment 1, "TRUSTED CAPITAL STATEMENT OF WORK" Source Selection Process: This will be a two-phase process. During Phase 1 candidates will submit slides and required vetting data no later than 1700 EDT on 3 May. Government personnel will assess the adequacy of the slides and the vetting data and will down-select candidates within 5 calendar days (date TBD) for Phase 2. Phase 2, which begins on 13 May, includes oral presentations quickly followed by negotiations. Selected candidates will deliver oral presentations in the Washington DC/Northern Virginia region. The government reserves the right to make one award, multiple awards, or no award. Communications: The open solicitation for the Trusted Capital Market program will be communicated to all Cornerstone consortium and companies with pending applications via email. Entities are required to have begun the membership process for their proposal to be reviewed. Entities must be members of the Cornerstone consortium, with a signed Cornerstone Consortium Management Agreement (CMA), to be awarded this OTA task. The focus of the event will be the public "launch" of the Trusted Capital Market and the technology themes will be determined after award.
