- NOTICE OF INTENT TO SOLE SOURCE Health Impact Assessment (HIA) Plug-in Module for Open Planning Tools In accordance with FAR Subpart 13.106-1(b), Soliciting from a Single Source, the Environmental Protection Agency (EPA) Office of Acquisition Solutions, Headquarters Acquisition Division intends to award a sole sourced firm-fixed-price purchase order for its requirement entitled Health Impact Assessment Plug-In Module for Open Planning Tools . EPA intends to issue the purchase order to Urban Design 4 Health, Inc (UD4H) of 24 Jackie Circle East, Rochester, NY 14612. EPA s Office of Research and Development (ORD), National Health and Environmental Effects Research Laboratory (NHEERL) requires contractor support to complete the work performed under Purchase Order EP-17-W-00012. Tasks include modelling enhancements, brownfield assessment methodologies, EnviroAtlas integration enhancements, journal article preparation, and San Juaquin Pilot Support. UD4H has the in-depth knowledge of EPAs health data and planning tools and the necessary experience to provide continued and timely services to support EPA under this requirement. NO SOLICITATION OR REQUEST FOR QUOTES (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA s requirement as stated may submit a capability statement, which will be considered if received within 5 calendar days of this notice. Responses to this posting must be in writing and provide a clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
