Description
The U.S. Fish and Wildlife Service, Region 5, has a requirement to remove and replace approximately 4,600 lf of the Hellcat Trail boardwalk located at the Parker River National Wildlife Refuge, Newburyport MA. The existing trail boardwalk to be replaced was constructed in the 1980s. The new trail boardwalk will be wider and will meet federal trail accessibility standards. This procurement is a competitive 8(a) set-aside, available to certified 8(a) small businesses only. Contractor shall provide all management, supervision, security, travel, labor, materials, tools, equipment and resources necessary to replace the boardwalk in accordance with the Issued for Construction Drawings and Specifications and Statement of Work which will be available as part of the solicitation when posted. A pre-proposal site visit will be scheduled with further details to be included in the solicitation. All participating contractors are highly encouraged to attend. The magnitude of work is estimated to be between $1,000,000 and $5,000,000. The NAICS code corresponding to this work is 237990, with a small business standard of $36.5 million dollars annually. Davis Bacon wage rates will apply to this contract. A solicitation will be issued on or about May 7, 2019 and will be available at www.fedconnect.net and www.fbo.gov. The solicitation response date will be approximately 30 days from the posting date. All responsible, qualified, and certified 8(a) small businesses may submit a proposal for consideration. Award will be made to the offeror whose proposal represents the best value to the Government. All contractors must be registered and active in the System for Award Management (SAM) at www.sam.gov in order to receive a contract award.
