Description
The U.S. Department of Interior, US Geological Survey (USGS) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for the potential need for the purchase of on-site radio telemetry application support for equipment manufactured by Lotek Wireless. The U.S. Geological Survey, Columbia Environmental Research Center, (CERC) is engaged in cooperative telemetry studies involving the U.S. Army Corps of Engineers, the U.S. Fish and Wildlife Service and 5 State agencies to conduct telemetry studies with the critically endangered pallid sturgeon. Multiple telemetry studies are identified in the U.S. Army Corps of Engineers, Missouri River Science and Management Plan (MRSAMP) and the U.S. Fish and Wildlife Service Biological Opinion for pallid sturgeon in the Missouri River. These are high priority studies that build on existing studies and equipment. The studies are critical in evaluating the effects of high-impact management actions on pallid sturgeon movement, reproduction and survival. Management actions include the management of reservoirs and flows from mainstem dams, modification of mainstem riverine habitats, and the construction of fish passage alternatives to provide river access to migrating and spawning sturgeon. Identification of science needs in the MRSAMP have prioritized the expansion of radio telemetry activities in the Upper Missouri and Lower Missouri rivers; including, intensive manual tracking of radio-tagged adult and juvenile sturgeon by boat, the expansion of the existing network of passively deployed radio receiver stations with remote communication capabilities, and the migration of the tagged population of sturgeon to advanced transmitters with modern code architecture and greater detection ability. The existing equipment, transmitters and infrastructure used for telemetry studies in this segment of the pallid sturgeon ¿s range is proprietary equipment manufactured by Lotek Wireless Inc, New Market, Ontario. Manufacturer on-site application engineering assistance is required to ensure that existing equipment is being used optimally and is performing within manufacturers specification, and that receiver, transmitter and infrastructure procurements made to meet the study objectives outlined in the MRSAMP purchase are the correct type, model, and configuration. Engineering assistance is required to ensure that equipment can be correctly installed and functional within a short-time period, beginning in June 2019. Immediate engineering assistance is necessary to make the most effective purchasing decisions, within the timeframe necessary to meet project objectives. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 811219. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential ability to meet this requirement, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract.
