VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT VHAPM Part 813.106 Page 1 of 1 Original Date: 08/30/17 Revision 01 Eff Date: 04/23/2018 DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C260-19-AP-2931 Contracting Activity: Department of Veterans Affairs, VISN 20 Boise VA Medical Center Facility Management PR # 531-19-3-5046-0072 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This is an emergency request to replace all failed parts and supports in the two AHU-1 supply fan chambers serving building 109 (research lab). AHU-1 serving Bldg. 109 (research lab) failed due to severe metal fatigue and collapse on the structural supports, motor base, fan chassis, fan shroud, fan, pulleys, and motors on each side of the air handler inside each of the two (2) separate supply fan chambers. The metal fatigued parts must be completely removed and replaced with new fabricated and or purchased parts at all points of failure inside the two separate supply fan chambers. The replacement supports, and parts will replace OEM parts with equal to or better than materials and parts. The parts will need to be fabricated in such a way that they can be installed into the air handler supply fan chambers without any hot work inside the research building. The research lab currently has animals in the space served by AHU-1 that require constant level temperatures and humidity for research requirements. Research is now being negatively affected because of the air handler failure. It is critical that we repair this air handler so that the research building can resume normal operations. The weather forecast for the Boise Idaho area is expected to be 80 °F on Friday of this week. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The ability of the contractor to mobilize a crew to begin the manufacture of replacement parts that cannot be purchased commercially but must be fabricated in such a way so that the parts can be bolted into the supply fan chambers without the use of welding and or hot work inside the research building while live animals are being studied. The contractor will be able to work straight time and overtime and over the weekend to complete repairs. Currently, other contractors did not have the manpower to start work in a timely manner and or did not have the ability to fabricate parts for the air handler. Description of market research conducted and results or statement why it was not conducted: Market research was conducted in this way, we asked what contractor could begin work as soon as contracting provided approval to begin repairs to the air handler serving a research building holding the live animals currently being studied. We also asked what contractor within 50 miles of the Boise Idaho VA Medical center has the ability to fabricate the air handler replacement parts in such a way that they could be installed through the air handler access doors with hardware and not welding. We also asked who can complete the needed repairs in the shortest amount of time and provide the VA with a Not to Exceed quote for this repair that includes a two-year parts and labor warranty. We also asked which contractor is willing to work overtime and straight time to complete the repairs. The contractor chosen to work this emergency repair provided the VA with a yes to each question.
