Description
15DDHQ19R00000008 THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL. This synopsis does not commit the Government to award a contract, nor does the Government intend to pay for any information submitted in response to this synopsis. The Drug Enforcement Administration (DEA), Office of Acquisition and Relocation Management (FA), intend to issue a solicitation for the acquisition of INTERNATIONAL Collection Systems Equipment and associated fleet support, services, and maintenance to meet the needs of the Department of Justice (DOJ) entities and DEA divisions throughout the United States and worldwide. The equipment/services utilized under this requirement may be used for the court ordered, or otherwise legally authorized, interception of electronically based communications content. The Collection Systems will be tasked with collecting and producing evidence-quality recordings and logs of activity of intercepted transmissions and/or data by targets of criminal investigations. All Collection Systems shall be compatible with all hardware/software solutions developed by industry to comply with the standards set by the European Telecommunications Standards Institute (ETSI) and the 3rd Generation Partnership Project (3GPP). The North American Industry Classification System (NAICS) code applicable to this requirement is 334290 - Other Communications Equipment Manufacturing with a size standard in number of employees of 750. DEA anticipates issuing additional Basic Ordering Agreements (BOAs) which could lead to multiple awards for base plus four (4) successive option years to those vendors who will meet the Government requirements, in accordance with solicitation terms and conditions. There are currently two awarded BOA’s for this requirement. The basis for award will be based on best value meeting the criteria's of the solicitation, technical factors plus on-site testing for the existing proposed system. All interested parties must be registered in the Systems Award Management, www.SAM.gov. This request is open to all business sizes; however, small businesses are encouraged to respond. All interested parties are to submit their detailed capability statement that demonstrates their ability to meet the requirements specified in this RFI, their SAM registration and the business size and socioeconomic standards.
