Description
Synopsis: THIS PROJECT IS BEING SOLICTED AS AN 8(a) COMPETITVE ACQUISITION. It has been determined that competition will be limited to 8(a) firms located within the Seattle District Office, and other 8(a) firms with a bona fide place of business within the geographical competitive area. All other 8(a) BD Participants are deemed ineligible to submit offers. This procurement is for the design-bid-build (DBB) construction of RM17-2184: REPAIR SUBSTATION 1, BLDG 5100, NAVAL BASE KITSAP BANGOR, Silverdale, WA. This procurement uses the source selection procedures in accordance with FAR Part 15, and will be solicited as an 8(a) competitive acquisition in accordance with FAR 6.204. Source Selection procedures will be used with the intent to award a firm-fixed-price construction contract to the responsible Offeror whose proposal, conforming to the Request for Proposal (RFP), offers the best value to the Government, using the Lowest Price Technically Acceptable (LPTA) source selection process. The LPTA process is being utilized because the best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price. This project includes repairing the breakers, switchgears, and cabling; the service and distribution system, including transformers and panels; the grounding system; the protection and control system; Supervisory Control and Data Acquisition (SCADA) system; and other electrical components to restore the Substation to its customary state of operation. Temporary power will be provided during repairs. Inspection, testing, and commissioning will be performed on the electrical distribution system and SCADA following repairs. Demolition and station support are included in this project. A concrete pillar and pad and utility structure framing will be installed outside Substation #1/BLDG (Building 5100) to house electrical wiring in support of Substation 1. The project also repairs the exterior personnel doors for Building 5100. All work will be done to current codes, regulations, and industry standards. The project will be located at Naval Base Kitsap Bangor in Silverdale, WA. The Magnitude of Construction is śBetween $5,000,000 to $10,000,000. ť This procurement shall be in accordance with Buy American clauses FAR 52.225-11 and 12. The firm needs to be able to demonstrate knowledge, current relevant qualifications, experience, bonding, and the capability to perform a construction contract similar to the scope indicated. The Government intends to evaluate proposals and award without discussions. Selection for award will be based on evaluation of the following: Factor 1 “ Experience Factor 2 “ Safety Factor 3 “ Past Performance Price THE SOLICITATION WILL BE AVAILABLE IN ELECTRONIC FORMAT ONLY. The RFP will be posted on the Federal Business Opportunities (FBO) website at www.fbo.gov, and the Navy Electronic Commerce Online (NECO) https://www.neco.navy.mil/ on or about May 6, 2019. No hard copies will be provided. IT IS THE CONTRACTORS RESPONSIBILITY TO CHECK THE WEBSITE PERIODICALLY FOR ANY AMENDMENTS TO THE SOLICITATION. Prospective Offerors MUST register on the website. No reimbursement will be made for any costs associated with this announcement, attending pre-proposal conferences or any follow-up information requests.
