Description
Statement of Work: Retinal Camera Update Amarillo VA Health Care System Scope of Equipment: The Retinal camera upgrade is needed to deliver our Veterans better Optometry care. Having an upgrade will help our Veterans have better outcomes with today s type of treatment options, because it will allow our Optometrists maximum treatment plans for the Veteran. This retinal camera will assist with ultra-clear 3D microvascular visualizations with non-invasive technology. The Retinal camera was purchased on or about September 8, 1999 making it 19 years old. The Retinal camera access could be greatly affected if it goes down - patient availability will have to be limited. The requested Retinal camera will allow us to replace the old Retinal camera to excessive usage and wear and tear of processing. The requested Retinal camera will allow the facility to replace the old Retinal camera that were purchased on September 8, 1999, and that is no longer supported by the vendor, or warranted. Proposal Justification: Technical Specification for Retinal Camera include the following: Imaging Modes: True Color (with Red, Green and Blue channel split); Autofluoresence-Green; Autofluoresence-Blue; Infrared reflectance; External eye image (ocular surface) Field of View (measured from the center of the eye): 133 ° Widefield (one image); 200 ° Ultra-widefield (two images); up to 267 ° Montage (up to six images) Resolution: 7.3pm Pupal Diameter: 2.5mm (minimum) Working Distance: 25mm (patient s eye front lens) Compensation for ametropia: -24 D to + 20 D continuous Light Sources: Red LED, 585-640 nm; Green LED, 500-585 nm; Blue LED, 435-500 nm; Infrared laser diode, 785 nm Automatic Operations: Auto-focus; auto-gain; Auto-Montage; Auto-laterality Acquisition Speed: Live IR Preview, 10 frame/second; Image Capture, 0.2 seconds Instrument Specifications: Weight: 50 lbs (22.7 kg) Dimensions (W x D x H): 15 x 18 x 27 in (38.1 x 45.7 x 68.6 cm) Table Specifications: Wheelchair accessible, electronic lift, Dimensions (W x D) 37 x 27.5 in (94 x 70 cm) Input Power: 100-240VAC, 50/60 Hz; IEC 60601-1 Class 1 At-Instrument Computer: Monitor: 22 in, full HD MVA LCD with LED backlight and capacitive, multi-touch screen; 1920 x 1080 resolution; 8 GB RAM Weight: 17.2 lbs (7.8kg) Mounting: VESA 75/100 mm Package Dimensions: 21.5 x 2.5 x 15.75 in (54.6 x 6.4 x 34.9 cm) Review Lane Computer Requirements: Operating System: 64-bit Windows 7, 8.1 or 10 Processing Speed: 64-bit, 1 GHz (minimum) Memory: 8 GB (minimum) Monitor Resolution: 4:3 or 16:9 Network Speed: 100Mbps ethernet (recommended) Hard Drive Space: 20 GB (minimum) Data Management: Image File Types: DICOM, JPG, TIFF, JPG2000, PNG Report File Types: PDF and ePDF (encapsulated PDF) File Size: Color: Lossless DICOM 12 MB; FAF and IR: Lossless DICOM 4 MB The Retinal Camera, to be replaced has the following EE# 16395, which was purchased September 8, 1999, this camera is 19 years old and is not supported by warranty. The camera is used for patient treatment in the Optometry area. Without the camera providers will not have the flexibility and optimum treatment for the Veteran during their eye appointments. Facility risks access to care when the equipment that is no longer supported fails. Device failure, due to age, increases the likelihood of the Veteran having to return for treatment or non-VA care coordination; this delay could become serious if diagnosis is delayed. Replaces outdated equipment that is no longer supported by the warranty. Contracting Officer s Technical Representative (COTR) Robert J.
