THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. IT IS A NOTICE OUTLINING THE GOVERNMENT ™S INTENT TO CONTRACT ON A SOLE SOURCE BASIS WITH NGC. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. NAWCTSD has a requirement to provide PORTS technology based Surface Navy training systems. PORTS is a simulation architecture technology used in the design of many Surface Navy shore-based trainers. The current PORTS program is based on the use of a Commercial Off the Shelf (COTS) simulation engine called the Combined Tactical Training and Analysis System (CTTAS). CTTAS provides an instructor station and manages the simulation for each specific trainer being developed. The PORTS/CTTAS architecture forms the core of a family of trainer simulations. The program is intended to meet immediate and future training needs for the Surface Navy. Northrop Grumman Corporation (NGC) has ownership of and licensing rights to the CTTAS software. Program requirements are currently being fulfilled utilizing the 2011 PORTS ID/IQC (Contract Number N61340-11-D-0005). The incumbent is Northrop Grumman. On 4 April 2018, the Government posted a Sources Sought notice, N61340-18-R-0108 for the PORTS ID/IQC to determine the availability of potential comparable sources to provide an equivalent required simulation system. Four responses were received by the due date of 13 May 2018. Out of the four responses, only the incumbent, NGC, was found to be technically capable of fulfilling the requirement without incurring excessive duplication costs. In accordance with FAR 5.201, the PCO posted a pre-solicitation notice to FedBizOpps via NECO from 24 August to 10 September 2018, indicating the Government ™s intent to sole source the subject effort to NGC. The intent of the notice was to ensure full consideration was given to all potential sources. No response was received to this notice. This effort will be using the market research collected from the N61340-18-R-0108 to proceed with the intention to sole source to NGC. The follow-on PORTS ID/IQC will not be awarded in time to support FY19 sponsor requirements. NAWCTSD intends to award a standalone contract for these requirements. This PORTS Delta contract is envisioned to be of limited scope and duration when compared to an ID/IQC. The PORTS Delta contract will be under the same ceiling and sole source award authority as the upcoming ID/IQC. In accordance with FAR 6.305, the Justification and Approval for this sole source action will be made publicly available within 30 days after contract award.
