- Pre-Solicitation Notice SDVOSB Set-Aside This is a pre-solicitation notice that VA Program Contracting Activity Central (PCAC) intends to solicit quotes to provide Waiting Room/Guest Seating for the Chico VA Clinic in Chico, California. Reference the attached Statement of Work (SOW) for specific project information and requirements. The solicitation is anticipated to be posted on www.fbo.gov on or about 04/23/2019 for approximately ten (10) business days. Solicitation posting and closing dates are subject to change as necessary and amendments will be issued accordingly. Potential offerors are encouraged to submit questions regarding the project s requirements as of the date of this pre-solicitation posting through the cut-off date for questions that will be identified in the solicitation. All questions must be submitted electronically to Jon E. Doliana, Sr. at Jon.Doliana@va.gov and Arianne De Los Reyes at Arianne.DeLosReyes@va.gov. No phone calls will be accepted. All questions and answers will be in writing via email. Failure to send questions to both individuals may result in the questions not being answered. It is anticipated the question and answer period will end as specified in the solicitation. Potential offerors are encouraged to review the attached SOW and submit their questions as early as possible. It is likely that the SOW and other attached requirements documents are considered final as posted. However, changes may be made as necessary up until solicitation closing date via amendments. The scope of work will include delivery to the destination (FOB destination). All items specified in the statement of work shall be BRAND NAME or EQUAL. The contractor shall provide the required items, ancillary items, installation and installation planning, and the removal and recycling of any packaging materials for the activation of the Chico VA Clinic. This is a new facility currently under construction. Please note, the site is considered an active construction site while the construction contractor is still performing work. The estimated timeframe for delivery is mid-June 2019. However, since the construction contractor is still on site, delivery dates may need to be adjusted to accommodate the construction/facility activation schedule. The Government will perform a quote evaluation in accordance with FAR Part 13 Simplified Acquisition Procedures and/or FAR Part 13.106-2 Evaluation of Quotations or Offers. The Government will award a contract to the responsible Offeror (see FAR Part 9.104-1 General Standards) whose offer conforms to the solicitation with the lowest technically acceptable evaluated price. Evaluation of Offerors will be made on a lowest price technically acceptable (LPTA) basis. The following factors will be used to evaluate offers: 1) Technical (meets salient characteristics/specifications detailed in the SOW including delivery and/or warranty information, and/or items listed below) Brand Name or Equal: Items offered as equals of the brand name items listed in the solicitation will be evaluated to verify the equal items meet the salient characteristics identified in the solicitation. This evaluation will be based on documentation (e.g. cut sheets) the offeror provides with the quote. The Government is under no obligation to seek out information other than what the offeror provides with the quote. Quotes that do not provide enough information to determine an item meets the salient characteristic requirements will be considered technically unacceptable and ineligible for award. If the technical evaluators cannot assess an item meets the identified salient characteristics the quote will be deemed technically unacceptable and ineligible for award. Partial quotes will not be considered. The government intends to award one contract for this requirement. Therefore, all items in the offer must meet the technical requirements for the offer to be considered for award. 2) Price The items must meet specifications/salient characteristics listed in the Statement of Work (SOW). This factor will be determined through Government evaluation of the quoted items against the Governments minimum requirement as identified in the SOW. The Offeror shall provide an electronic copy of the cut sheets/manufacturer s specifications for all items quoted. These cut sheets/manufacturer s specifications shall contain adequate information for the Government to determine the product meets the specifications identified in the SOW. Not providing this information may render the quote technically unacceptable and, thus, ineligible for award. Any questions for this pre-solicitation should be sent via e-mail to Jon E.
