- Department of Veterans Affairs Veterans Health Administration (VHA) Sources Sought Notice Obtain Department of Veterans Affairs Advertising Campaign This is a Sources Sought notice and not a request for quotes. This request is solely for the purpose of conducting market research to enhance VHA s understanding of your company s offered services and capabilities. The Government will not pay any costs for responses submitted in response to this Source Sought Notice. This Sources Sought notice provides an opportunity for respondents to submit their capability and availability to provide the service requirement described below. Vendors are being invited to submit information relative to their potential to fulfill this requirement, in the form of a capability response that addresses the specific requirement identified in this Sources Sought. The Veterans Health Administration (VHA) is seeking to obtain an advertising campaign entitled Strength at Home. Refer to the General Requirements section below for the requested service description. This Sources Sought is to facilitate the Contracting Officer s review of the market base, for acquisition planning, size determination, and procurement strategy. General Requirements: Services are required to perform media advertising for the Department of Veterans Affairs Medical Center, VA VISN 1. (herein referred to as VAMC). Purpose: To obtain a 12-month advertising service contract to recruit 150 couples for a research treatment project entitled Strength at Home (1) Summary: The goal of the research treatment project is to help veterans strengthen relationships and families to prevent relationship violence. To achieve recruitment goals the Department of Veterans Affairs shall require print ads, social media posts, email blasts, ads in a digital magazine, web ads, text messages, and booth space at military events. All advertising content shall be developed and provided by the Department of Veterans Affairs Strength at Home Project Team. The advertising efforts shall consist of: I. Print advertising: a) full page color ad for 52 weeks in newspaper the Northwest Military Newspaper (The Ranger Publishing Company) b) front page color ad banner 12 times per year (once per month) in newspaper the Northwest Military Newspaper (The Ranger Publishing Company) II. Digital advertising shall consist of: a) Weekly email blasts to the subscription list of the Northwest Military Newspaper. Blasts shall provide information about the program Strength at Home as well as provide contact information for the project point of contact. b) Full-page color ad in digital magazine Spouse (Once a month, total of 12 occurrences) c) Web ads on Northwestmilitary.com for 365 days. Required web ad sizes: 728x90 pixels, 160x600 pixels, and 300x250 pixels. Ads shall consist of web banners located on the top of the web page and two other locations on the main website page. Ad sizes shall be rotated evenly. d) Facebook page advertising on the Northwest Military Newspaper (The Ranger Publishing Company) page 50,000 impressions. e) 1 minute video on the newspaper the Northwest Military Newspaper (The Ranger Publishing Company) YouTube channel, JBLM in 10. Video will be shown throughout the course of the contract. f) Placement of ad on Joint Base Lewis McCord Neighborhood page found on their online newspaper, The Weekly Volcano. Ad shall be full color. Ad duration entire length of the contract. g) Recognition as Co-sponsor of military support events in the Seattle Washington and surrounding area in all digital advertising sources (Northwest Military Newspaper The Ranger Publishing Company, Spouse, northwestmilitary.com, Facebook, JBLM in 10 YouTube channel and Joint Base Lewis McChord Neighborhood page) along with prime booth space at the following events: (Booth space is one 7ft table per event) May 19th, 2019 Armed Forces Pet Fair (ACU Parking Lot, DuPont, WA) July 13th, 2019 Family Bounce Fest and Water Park (Carlie Safari, Lacey, WA) August 10th, 2019 Welcome to JBLM Party (Cheney Stadium, Tacoma, WA) September 21st, 2019 Salute to Military Kids (Capital Christian Center, Lacey, WA) September/October Date TBD Military Retirement Fair (Location TBD) October 20th, 2019 Ladies Makeover Party (Location TBD, last year it was at Evergreen Community College, Olympia, WA) October 27th, 2019 Halloween Party (Evergreen Community College, Olympia, WA) December 7th, 2019 Holiday Party (Shipwreck Beads, Lacey, WA NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (23-APR-2019); HOWEVER, IT DID APPEAR IN THE FEDBIZOPPS FTP FEED ON THIS DATE.
