Description
THIS IS NOT A REQUEST FOR QUOTE. THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWAD TO EATON CORPORATION FOR UNINTERUPTIBLE POWER SYSTEM BATTERIES AND INCIDENTAL SERVICES. The Mission and Installation Contracting Command (MICC-FB), on behalf of the U.S. Amy Signal Network Enterprise Center - Fort Belvoir (USANEC-FB), intends to award a firm-fixed price contract on a sole source basis to Eaton Corporation (Address: 8609 Six Forks Rd, Raleigh, NC, 27615-2966; CAGE Code: 31795) for the replacement and disposal of 160 UPS batteries as well as incidental services. The incidental services include the inspection, cleaning and testing of the 160 new, replacement UPS batteries. The UPS batteries (to include incidental services) are considered to be commercial supplies that will be acquired using FAR Part 12 and FAR Part 13 procedures. The aforementioned requirement is associated with a delivery date of 60 days after award of contract. The anticipated award will be made under the authority of FAR 13.106-1(b), Soliciting from a single source. Market Research conducted by USANEC-FB concludes that the award of a contract for UPS battery replacement and incidental services to a company, other than Eaton Corporation, would void a preventative maintenance inspection services contract currently in place. This notice of intent is NOT a request for proposals or quotes. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their interest and capability to fulfill this requirement by responding to this Notice of Intent no later than 3:00 PM Eastern Standard Time on 25 April 2019 by email to ryan.m.macdonald.civ@mail.mil; no telephone communications will be entertained. The subject line in the email shall state "Response to Notice of Intent - UPS Batteries and Incidental Services." All information submitted should support the offeror's capability to provide the supplies and services required and shall be furnished at no cost to the Government. The Government reserves the right to cancel the sole source award. The anticipated primary North American Classification Systems (NAICS) code is 335911 - Storage Battery Manufacturing with a small business size standard of 1,250 employees.
