Description
1. The purpose of this solicitation is to procure Snow and Ice Removal Services in support of the 99th Regional Directorate (RD). Services shall be performed at the CPL GORDON M. CRAIG USARC, 915 W. CHESTNUT STREET, BROCKTON, MA 02301-5542. 2. The Government intends to award a single, firm-fixed-price contract. The period of performance for this effort shall be a 12-month base period and 4, 12-month option periods from the date of contract award. 3. See Federal Acquisition Regulation (FAR) Clause 52.212-1, "Instructions to Offerors -- Commercial Items" and FAR 52.212-1, Addendum for additional information. This solicitation is being issued under FAR Part 13. 4. See Basis of Award for additional information and evaluation criteria. Failure to submit a capability/technical approach for performing these services with your pricing will render your proposal unacceptable. 5. All work shall be performed in accordance with the Performance Work Statement. 6. A Site Visit is available upon request. All requests shall be submitted via email to the Contract Specialist and the Regional Facilities Operational Specialist (RFOS) Peter Boyle, peter.j.boyle1.civ@mail.mil, phn. 845-901-8507. 7. Questions regarding this solicitation shall be submitted via email to the Contract Specialist, Stephen Burks at stephen.l.burks.civ@mail.mil and Contracting Officer, Sharon Wilson-Emmons at sharon.wilsonemmons.civ@mail.mil. 8. Contractors must be registered in System for Award Management (SAM) in order to be eligible to be awarded a Department of Defense (DoD) contract. If you need to register in SAM, please do so using the following link: https://www.sam.gov/sam. 9. Contractor offers shall be submitted via the Federal Business Opportunity (FBO) website at https://www.fbo.gov/ using the document upload option. Instructions are available, if needed, in the FBO Vendor Guide on the FBO website. Offers shall include: a. Unit and extended pricing for all Contract Line Item Numbers (CLINs) for the base and option periods found in Section B of this solicitation. Insert proposed fixed-price unit and extended prices for each Contract Line Item Number (CLIN), to include the base period and all option periods. Prices shall not extend past the second decimal point for unit and extended amounts. The proposed price shall include all personnel, supplies, services, management, overhead, other directs costs, G&A, and profit to fulfill the contractual requirements of Performance Work Statement and any Technical Exhibits. b. CAGE Code, DUNS Number, business-size standard, any small business preference such as 8(a) certified, HUBZone Certified, WOSB, etc.) and any other particular terms not mentioned in this quote. c. Complete blocks 12, 17 and 30 of the SF1449 as well as any amendments. In doing so, the offeror accedes to the contract terms and conditions as written in the Request for Quote. 10. All offers shall remain valid for 120 calendar days. 11. Attachment: Site Map for Brockton, MA labeled "MA006_SNOWREMOVAL_2018_08" BASIS OF AWARD Award will be made to the lowest responsible, responsive offer whose proposal conforms to the requirements of the solicitation and is lowest priced. YOU MUST SUBMIT A TECHNICAL APPROACH/CAPABILITY STATEMENT OUTLINING YOUR ABILITY/APPROACH TO PERFORM THE SERVICES OUTLINED IN THE PWS. Review of Past performance will be completed. IF YOU ARE SUBCONTRACTING ANY WORK UNDER A RESULTANT CONTRACT, YOU MUST IDENTIFY THE SUBCONTRACTOR AND THE PERCENTAGE OF WORK TO BE PERFORMED. Failure to submit a TECHNICAL approach/capability statement will render your proposal UNACCEPTABLE.
