Description
This proposed Invitation for Bids (IFB) is made using the procedures of Federal Acquisition Regulation (FAR) Part 14, Sealed Bidding. The National Park Service (NPS), Northeast Region (NER), New England Major Acquisition Buying Office (NE-MABO), will evaluate bids in response to this proposed solicitation, without discussions, and contemplates awarding a contract to the responsible bidder whose bid, conforming to the solicitation, will be most advantageous to the Government, considering only price and the price-related factors specified elsewhere in the solicitation. Award is restricted to total small businesses in accordance Federal Acquisition Regulation (FAR) 6.203 -- Full and Open Competition After Exclusion of Sources, Set-Asides for Small Business Concerns. The IFB will be set-aside for 100% for Small Businesses under NAICS Code: 238160, Roofing Contractors (SBA size standard $15.0 million). Note: Performance of Work by Contractor - FAR clause 52.219-14, Limitation on Subcontracting applies. Based on the selected NAICS code, the Contracting Officer considers the work as "Construction by special trade contractors" therefore: "The concern will perform at least 25 percent of the cost of the contract, not including the cost of materials, with its own employees." This project will remove approximately 22,120 square feet of old membrane roofing and insulation and replace with approximately 22,120 square feet of new membrane roofing and new insulation. The current membrane roof is 26 years old. The NPS considers the magnitude of this requirement to be between $500,000 and $1,000,000. The location of the work is at the Maintenance Shop, 220 Aiken Street, Lowell National Historical Park, Lowell, MA. Contract performance shall be completed no later than 180 days after the Notice to Proceed is issued by the NPS Contracting Officer. Wage Determination MA 190001 applies and is attached hereto. Information on conducting a site-visit is found in FAR clause 52.236-27, Site Visit, herein. See the Project Specifications section, attached hereto, entitled "Temporary Facilities and Control" for information concerning any facilities, such as utilities, office space, and warehouse space, to be furnished during construction. There is no planned Prebid conference. The Contracting Officer will consider compliance with the following licensures, certifications, and qualifications in determining the pre-award responsibility of bidders pursuant to FAR Subpart 9.1: A) The Prime Contractor shall be licensed by the Massachusetts Department of Labor Standards (DLS) as an Asbestos Contractor and B) The Prime Contractor shall be a qualified firm that is approved, authorized, or licensed by roofing system manufacturer to install manufacturer's product and that is eligible to receive manufacturer's special warranty. Roofing system shall be listed on the DOE's ENERGY STAR "Roof Products Qualified Product List" for low-slope roof products. All personnel of the Contractor or any approved subcontractors involved with asbestos abatement work shall meet the following minimum qualifications: 1. Current certification by the MA DLS as an asbestos supervisor or asbestos worker. 2. Medical examination within the past year in accordance with OSHA 1926.1101 with a physician's written opinion that the worker has no condition that would preclude him/her from working with asbestos or wearing a respirator. See Special Instruction #1 through Special Instruction #6 for provisions concerning delivery of bids, bid package contents, and award.
