Description
This notice is in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior (DOI), the Bureau of Safety and Environmental Enforcement (BSEE), is the contracting office for this procurement. The purpose of this notice is to announce the intent to award a firm fixed price type of contract utilizing other than full and open competition method to Delmar Systems, Inc; in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The BSEE has an ongoing need obtain a modeler that calculates the risk associated with Mobile Offshore Drilling Units (MODUs) in the Gulf of Mexico during the hurricane season. The tool automatically calculates an in-depth risk analysis that compares the probability to the consequence. Delmar initiated a MODU Mooring Risk Assessment Joint Industry Project (JIP) which enabled them to receive input to their ConStat program from industry experts. Participants included experts from both major and independent operators, drilling contractors, and BSEE. The result of the JIP was Delmar ¿s ConStat risk assessment modeler. It is a tool developed for use in evaluating risks associated with operating a moored MODU during hurricane season in the Gulf of Mexico. ConStat uses the most up-to-date BSEE infrastructure databases to automatically locate and assess the consequences of potential mooring failure to floating facilities, fixed production facilities, pipelines, umbilicals, and producing wells. ConStat is an assessment that quantifies risk as probability of failure times the consequences if failure occurs. This modeler is not available for commercial sale and can only be provided by Delmar. BSEE is seeking an automated risk assessment tool with the following functionality for a 12 month base year and 4 12-month option years. BSEE is not aware of any other tools that can meet BSEE ¿s requirements. However, if you believe you have a tool that can meet the requirements below, please notify BSEE in accordance with the instructions in the last paragraph. Requirements For all MODU locations in the GOM during hurricane season, BSEE needs an automated risk assessment tool with the following functionality: -Would be ready for use on or before June 1, 2019; delivered to the BSEE on or before July 1, 2019 to allow for training and testing. -Automatically calculates an in-depth risk analysis that compares the probability of MODU failure to the consequences that can be caused by such a failure. -These outputs of risk should be shown both graphically and in a table format (ranking them in order from highest risk to the lowest risk). Given a MODU location, the tool needs to -Automatically populate surface and subsurface infrastructure at a minimum of 50 miles in all directions and be able to specify the radius of the infrastructure circle -Be able to calculate the throughput for each pipeline segment -Be able to calculate the throughput for each facility (platform) -Generate an infrastructure map -Allow the production and infrastructure data within the tool to agree with the BSEE database (https://www.data.bsee.gov/Main/Production.aspx) The following should be considered when the tool calculates the probability. For the probability of mooring failure, -Each component of the mooring system should be considered -Historical analysis of failure data of mooring equipment should be used -A reliability analysis should be included for each component -Safety factors for irregularities and/or damaged equipment should be used -Consideration should be given to installation and inspection procedures -Information taken from the Factor of Safety Limit State Curves should be considered For the probability of jack-up rigs -The type of failure should be considered (i.e., overturning moment, hull/leg failure, foundation failure) -Return period of the storm event that causes failure -ISO and SNAME site assessment methodology -Consideration of component integrity -Consideration of jack-up install and pre-load procedures For the probability of damage, -The tool should assess probability of damage to wells, manifolds, pipelines, and surface facilities -Consideration should be given to the type of mooring equipment and the damage that type of equipment may cause to surrounding infrastructure at the calculated distances -Directionality should be considered The following should be considered when the tool calculates the consequence: -Both surface and subsurface consequences should be calculated using production volumes and repair/replacement costs -Subsurface consequence should include wells, manifolds, pipelines contained in the BSEE database. -Surface consequence should include caissons, fixed structures, tension leg platforms, semi-submersibles, and spars contained in the BSEE database For appropriate metocean data, -The tool should look at historical tropical storm/hurricane data for the given location and duration the MODU will be on location and list that data graphically and in a table format -The tool should be flexible enough to consider whether the return period contains full population, seasonal, site-specific, or 2INT-MET data The applicable NAICS Code is 213112, Support Activities for Oil and Gas Operations.
