Description
NOTICE OF INTENT THIS IS FOR INFORMATIONAL PURPOSES ONLY. Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers, Norfolk District, intends to issue a contract modification, on a sole source basis, to HNTB Corporation ("the Designer of Record"). This sole source contract action is required for completion of the following scope of work: Multidiscipline design and/or other Architect-Engineering Professional Services as required for planning and design support exclusively for the Southern Expansion Project at Arlington National Cemetery. The Southern Expansion Development is a highly visible, politically sensitive project with a Congressional following and heightened public interest. The goal of the project is to repurpose land which was formally the site of administrative and parking areas (the former Navy Annex Site) into a development suitable for inclusion as a part of the National Shrine which is Arlington National Cemetery. Significant interaction with multiple stakeholders and local Governmental Agencies and interested parties is anticipated throughout the design and construction progress. Contract capacity will not be shared with other U.S. Army Corps of Engineers Districts unless specifically required in support of this single project. Work may include but will not be limited to any or all of the following: design, drafting, planning, programming, cost estimating, topographic or boundary surveys, on site construction management, shop drawing reviews,, various engineering studies, site investigations, value engineering services, subsurface geotechnical investigation, testing, and reports, design services for new construction, demolition, and alterations of existing facilities, environmental studies, testing and reports, hazardous materials testing, abatement, other design services, and construction phase support services for this project. All work must be performed by or under the direct supervision of licensed professional Architects or Engineers. In July 2014, the Norfolk District issued an indefinite delivery contract to the Designer of Record to perform the scope of work defined below. Several task orders have been issued against the contract exhausting available capacity. As the design has progressed, the Project has evolved to meet the Cemetery's requirements. This modification is required to provide additional contract capacity for the Designer of Record to incorporate needed design changes in the post 65% design scope and to provide for Construction Phase Services. Continuity during the completion of the design and the required A-E services during construction necessitate this modification to the contract.. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice of intent. This Notice of Intent is hereby published in accordance with FAR 5.201. All responses received within 15 days of the posting of this notice, will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Norfolk District will consider any responses to this notice received within fifteen (15) calendar days of the posting of the notice.
