- Proposed Vendor: Carl Zeiss Microscopy, LLC Synopsis: THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES: This is a Notice of Intent to Award a Sole Source purchase order under Federal Acquisition Regulation Part 13.106- 1(b). The U.S. Environmental Protection Agency (EPA), Headquarters Acquisition Division (HQAD) Washington, D.C. intends to award a Sole Source purchase order to Carl Zeiss Microscopy, LLC. The lab instrument manufacturer, Carl Zeiss Microscopy, LLC, is the only qualified entity to provide service and support for its analytical instruments. Carl Zeiss Microscopy, LLC. is uniquely qualified to provide the repairs and services (e.g., performance maintenance agreement) for EPA's ORD/NERL/EMMD/PHCB Sigma SEM system as Carl Zeiss Microscopy, LLC is the instrument manufacturer and they have unique insight in preparing, maintaining; maximizing uptime and productivity; eliminating the uncontrollable cost of unplanned maintenance and repairs; and own the proprietary software necessary to run the instrument. This service/purchase request includes: (a) the service and repair of broken parts of the SEM that broke during transfer from ORD-Las Vegas to ORD-RTP laboratory (this includes the stage motor cable, Sigma Stage PCB assembly, and the motor box/gear stepping mechanism), (b) the purchase new environmentally friendly oil-less vacuum pump; (c) the purchase performance maintenance agreement for 1 year to maintain the SEM and provide technical support as needed; and (d) the purchase of a 2-day training course for 6+ people who are new to the operation of the Zeiss Sigma SEM. The SEM is used to research ultra-fine particles such as nanomaterials and micro-plastics. Notwithstanding, any firm who believes it is capable of meeting EPA ¿s requirement as stated herein may submit a capability statement, by April 29, 2019 at 12pm.
