- The requirement was offered competitively and is being awarded as an Other Transaction Authority for Prototype (OTAP) Agreement. The business arrangement is an OTAP as authorized by 10 U.S.C. § 2371b. Eligibility is open to any U.S. company; however, there are conditions for traditional defense contractors. Traditional defense contractors must either partner with a non-traditional defense contractor to a significant extent (see Section 4.2) or contribute at least one third of the cost of the project. In general, a non-traditional defense contractor is one who is not performing and has not performed for at least one year from the Program Solicitation date, work for DoD that is subject to full Cost Accounting Standards (CAS) coverage as prescribed under 41 U.S.C. § 1502 and the implementing regulations.
