Page 3 of 3 The purpose of this synopsis is to inform the vendor community that the Government intends to solicit in the open market set aside 100% as unrestricted for Ambulance Transport Services for Clarksburg and Beckley WV VA Medical Centers. 1.0. INTRODUCTION. 1.1. The contractor shall furnish 24 hours, ambulance service (ALS/BLS/SCT) support for the beneficiaries of the Clarksburg and Beckley VA Medical Centers (VAMCs). The ambulance support shall include, but not limited to all counties within the Primary Services Areas (PSA). The PSA includes the following areas: Louis A Johnson VA Medical Center, Clarksburg, WV 26301 provides service coverage all throughout the state of WV, and parts of Pennsylvania. The VAMC Beckley, WV, PSA includes the following counties in West Virginia: Clay, Fayette, Greenbrier, McDowell, Mercer, Monroe, Nicholas, Pocahontas, Raleigh, Summers, and Wyoming, and Tazewell, VA. The contractor(s) shall provide safe and comfortable ambulance transportation services upon request to or from any pickup points, to or from any floor, ward, nursing home, patient(s) home, medical center, or facility, Monday through Friday, excluding Federal holidays during the hours of 6 AM to 6 PM under direction of the Beckley and Clarksburg Beneficiary Travel Office or AOD. Occasionally, transportation will be required prior to 6 AM or after 6 PM Monday-Friday, on weekends and Federal Holidays. Beckley and Clarksburg will provide the contractor with a minimum of twenty-four (24) hours advance notice of these transportation requirements, which will be reimbursed in accordance with the Schedule of Supplies or Services and Prices/Costs, depending on the current contract period. There may be some instances where 24-hour notice is not feasible and contractor shall make every effort to accommodate these request. 2.0. DESCRIPTION / SCOPE / OBJECTIVE. 2.1. The Contractor shall provide all vehicles, supplies, materials, equipment, labor, personnel, supervision, management, and transportation to furnish Basic Life Support and Advanced Life Support (BLS/ALS) ground ambulance emergency transport services to eligible VA beneficiaries of the Beckley and Clarksburg VAMCS The Contractor shall provide response in ALS/BLS vehicles and/or car and wheelchair transports with the time frames specified in the contract. Contractor s ambulance vehicles used in the performance of this contract shall meet the current specifications of Federal Specification KKK-A-1822E. The Contractor shall comply with all licensing and other applicable requirements of federal, state, and local government regarding the operation of patient transport ambulance services. Contractor care shall cover the full range of paramedic and ambulance services as provided in the local community. Paramedics responding shall bring equipment/supplies required by state regulations. The Contractor shall supply ALS equipment and medication to include, but not limited to, cardiac monitoring, intubation equipment, automated external defibrillator (AED), laryngoscope, pulse oximetry, glucometer, portable O2, protective clothing, and written procedures. Performance shall be in accordance with the requirements contained in this PWS and standards of the West Virginia Department of Health and Mental Hygiene and The West Virginia Institute for Emergency Medical Services Systems (MIEMSS). The Contractor shall complete all required training by the Beckley and Clarksburg VAMCs to include, but not limited to, Privacy Training and Computer Security Training. 2.2. Performance Location and Hours: Services shall be provided twenty-four (24) hours a day, seven (7) days a week, three hundred and sixty-five (365) days a year, including government holidays. Service shall include transportation to points dictated by the Beckley and Clarksburg VAMCs, for beneficiaries located within catchment areas of the facility. Ambulance transportation services shall be furnished on an as needed basis. 2.3. Period of Performance: The period of performance will be five (5) years. This is not a request for quotes or proposals. Department of Veterans Affairs Clarksburg and Beckley WV VAMC anticipates entering into acquisition negotiations and award of a Fixed Price IDIQ contract for ambulance transport services for five years. Contract beginning on or about 6/10/2019 or from date of award. The NAICS code is 621910 and the size standard is $15 million. Anticipation of posting solicitation will be on or about 5/3/2019, The POC is Caitlin Hippensteel, Contract Specialist (NCO5), 510 Butler Avenue, Martinsburg, WV 25405. Any parties interested in this solicitation must be registered in the System of Award Management (SAM) (www.sam.gov) formerly Central Contract Registration (CCR).
