This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for market research. The purpose of this Sources Sought notice is to determine interest and capability of potential qualified Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) set aside pursuant to 38 U.S.C section 8127 and 8128. This is not a Request for Proposal or an announcement of a solicitation and no solicitation package exists at this time. Your responses will be used solely for market research purposes of the Government. The Government will not pay for any materials provided in response to this notice and submittals will not be returned to the sender. The Department of Veterans Affairs, Hudson Valley Health Care System (HVHCS), has a requirement for installation and configuration of all new 5KV electrical feeder # 4 from the campus main switchgear to the Transformers XF-12 & XF-11. The electrical feeder #4 feeds the main hospital Building 17, and several key equipment throughout the hospital. The VA is looking to award one firm-fixed contract to cover this project. The contractor shall furnish all labor, tools, supervision, equipment, materials, supplies, permits, and other requirements necessary to complete the General Requirements and Scope of Work for installation, configuration and commissioning of all new high voltage EPR 4/0 CU electrical cable from the Campus main sub station to Building 17 transformer, and arc wrap inside manholes. The intent of this project is to replace the existing cables and route the new electrical cable for the campus electrical Feeder # 4 via the following high voltage manholes # 2C, 2E, 2F, & 2G and use minimal amount of splices. Among the items to be replaced under the Scope of Work include: Removing existing high voltage cable and install all new high voltage EPR 4/0 CU electrical cable from the Campus main substation to Building 17 transformer, and arc wrap inside manholes. Offeror s response to this Notice shall be limited to 5 pages and shall include the following information: Offeror s company name, DUNS, Federal Tax ID, address, point of contact, title, phone number, and email address Offeror s interest in bidding on the solicitation when it is issued to www.fbo.gov Offeror s capability to meet this requirement including any current contracts (Civilian or Government) to include references (names and email addresses or at least phone numbers). Response must show clear and convincing evidence that your company has the capabilities and qualifications to provide this service to be considered as a source. Expertise with electrical feeders, high voltage and medium voltage cable and underground routing of cables, arc wrap inside manholes. Provide proof of experience since 2009 as the general contractor performing 51% or more of the work, installing medium & high voltage cable. This experience shall include work on at least two systems (one within the last three years) for campus type medical centers or hospital systems that have multiple high voltage commercial power supplies (23kV or higher) and multiple high voltage load circuits (13kV or higher) feeding buildings used for medical purposes including Surgery, ICU, Lab, Acute care, Behavior Health, Food and Nutrition, Community Living Center (nursing home), Imaging (X-ray, MRI, CT, etc). Capabilities shall demonstrate the SDVOSB and VOSB shall also show evidence that they will perform 51% of the work (additional 5 pages allowed). All parties are asked to identify any subcontractors that potentially could be utilized. Offeror s type of business (small or large) and socioeconomic status whether Service-Disabled Veteran-Owned, Veteran-Owned, Hubzone, 8(a), Woman Owned, Small Disadvantaged, etc. Primarily seeking Service-Disabled Veteran-Owned Small Business (SDVOSB) and Veteran-Owned (VOSB) and must be registered with VETS-4212 https://www.dol.gov/vets/vets4212.htm and verified with the seal in VetBiz https://www.vip.vetbiz.gov/ to be considered for this credit. Same for/with subcontractor. The NAICS code being used is 237130  Power and Communication Line and Related Structures Construction, and the Size Standard is $36.5 M. Magnitude of Project is between $100,000 and $250,000 Responses must be received by no later than 2:00 pm local/Eastern, MAY 6, 2019.
