Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. No Solicitation is currently available. All information contained in this Sources Sought Announcement is preliminary, as well as subject to modification, and is in no way binding on the Government. The Government will not pay for any information submitted in response to this request. The information requested will be used solely within the Department of Veterans Affairs to facilitate decision making and will not be disclosed outside of the Government. The determination of a procurement strategy, based upon the comments submitted in response to this Sources Sought Announcement, is solely within the discretion of the Government. The applicable North American Industry Classification System (NAICS) Code is 236220 Commercial and Institutional Building Construction, the small business size standard is $36.5 Million. Project magnitude is between $5,000,000 and $10,000,000. Potential Offerors must be registered in the System for Award Management (SAM) to be eligible for an award (See Internet Site https://www.sam.gov/portal/public/SAM/). Potential Offerors must also have a current Online Representations and Certification Application on file with SAM. Description of Program Objectives Project: 570-CSI-001 (Expand Mental Health Center, Building 27), VACCHCS, Fresno CA SOW: Contractor shall provide all materials, labor, tools, equipment, transportation, contractor quality control (CQC), supervision, project management, administrative support, and specialized expertise to perform the work stipulated in construction drawings, specifications, and scope of work. The project site is Fresno VA medical Center Campus located at 2615 E. Clinton Ave, Fresno CA 93703. General description of work includes but is not limited to: Selective demolition and replacement of the following: west side of existing building 27; and associated infrastructure and site components. Protection and restoration of all existing site infrastructure, building components and utilities that are not identified for demolition. Contractor shall replace or repair all existing infrastructure, components and utilities impacted during construction activities. Contractor is responsible for documenting and maintaining the condition of relocated and existing items and shall replace all damaged items at no cost to the Government. Construct a new 5,300 square feet two story outpatient s facility building to meet LEED Silver Certification requirements. The new facility is an expansion of existing building 27. As part of the construction, new and temporary utility infrastructure systems may be required. The facility utility infrastructure systems shall remain operational thought out the duration of the project. All permits, fees, and notifications necessary for the planning, transportation, installation testing and activation of facility utility infrastructure systems and equipment, relocated building as applicable, shall be performed and paid for by the contractor. Response Information The Government requests that ALL interested parties provide the following capability information to the Contract Specialist Alejandro Ochoa by e-mail at: alejandro.ochoa2@va.gov Capability Statement are due by 05/02/2019 (NLT 3:00pm | PST) and must contain the following information to be deemed responsive: (a) Include general information and technical background describing your firm s experience/capability on contracts requiring similar efforts to meet the program objectives. (b) Business Size (Large/Small) Business Socio-Economic Status (SDVOSB, WOSB, 8(a), HUBZone, etc.) (d) Anticipated Teaming Arrangements (if any) SAM record (f) DUNS number (g) Bonding Capability; per contract and aggregate. Interested parties shall submit the information electronically to the email address listed above. The file size shall not exceed 5MB. The Government will use this information when determining its business type decision. Responses from all socio-economic categories are requested.
