- Sources Sought only. This announcement constitutes a Sources Sought Synopsis (market survey). This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. In accordance with FAR 15.201(e), responses to this notice are NOT offers and cannot be accepted by the Government to form a binding contract. The purpose of this sources sought is to determine interest and capability of potential qualified/verified Small businesses relative to the North American Industry Classification code (NAICS) 334290, Other Communication Equipment Manufacturing. The Small Business Size Standard for this NAICS code is 750 employees. To make an appropriate acquisition decision for this requirement, the Government will use responses to this sources sought synopsis. The type of solicitation issued and the manner of advertisement will depend on the responses to this sources sought synopsis. Requirement The Department of Veterans Affairs, Pittsburgh VA Health System (VAPHS) has a requirement to upgrade the nurse call system in Bldg. 69 and the patient to attendant intercom system in the Villas located at the VAPHS facility. Equipment must be compatible with existing Rauland Responder 5 Nurse Call System. See Statement of Need and Work below for more details. Statement of Need The nurse call system in Building 69, 1st & 2nd Floors, and the patient-to-attendant intercom system in the Villas at VAPHS Heinz campus are obsolete and in need of replacement. Replacement systems are needed to restore reliable functionality. New systems must be fully compatible with the Rauland Responder 5 nurse call system which is the standard throughout VAPHS. As a minimum requirement, replacement devices must match the existing functionality of present call system devices. All required software and licensing for the new systems must be provided. Upon completion of installation, the contractor must coordinate with medical center staff and the VA Office of Information & Technology (OI&T) to connect the new systems to the existing Rauland Responder 5 nurse call network via fiber optic and copper core network infrastructure. Contractor proposals must include: needs assessment to address the type and location of system devices; workflow design to address phasing, infection control, and other construction considerations; in-service training; and, all necessary support pending final VA acceptance. Statement of Work Contractor shall provide labor, materials, tools and equipment necessary to perform work as follows: Install all cabling utilizing the hospital s existing conduit and cable management, in accordance with manufacturer s specifications. In Building 69, demolish all Dukane nurse call system patient room-side cabling, as needed, to install new cabling. Upon installation completion, demolish remaining Dukane cabling not previously removed during the initial installation. In Villas, remove existing intercom system and cabling as required. Install standard cut-in retrofit boxes where required, as per the manufacturer s specifications. This includes installing blanks over the existing unused backboxes. Provide, install, program, & test all field and NCE devices. Contractor shall provide and install all manufacturer software, as per the manufacturer s specifications. Coordinate with medical center OI&T to connect new work to the medical center s existing Responder 5 nurse call network & servers, via existing fiber and copper core network infrastructure. Install and configure new Responder 5 Staff Station devices to replace the existing communication system within the villas to provide patient-to-medical center communication. Provide needs assessment workflow design and in-service training, as needed Submission Requirements for responses to this Sources Sought Notice: (1) Your intent to submit a quote for this solicitation when it is formally advertised. (3) Statement of Capability (SOC) stating your capabilities to meet this requirement and if the equipment and/or labor is available under an existing contract vehicle. Must reflect Data Universal Numbering System (DUNS) commercial and Government Entity (CAGE) and Small Business Administration Certification of Small Business Type, (Reps/Certs) (5) A statement addressing your socioeconomic status such as Service-Disabled Veteran-Owned, Veteran-Owned, Woman-Owned, Hubzone, etc. Responses to this Sources Sought Notice must be received by 11:00am EST, May 2, 2019.
