- This is a Sources Sought announcement only. This is not a Request for Proposal/Bid/Quotation and neither specifications, nor drawings are available at this time. This request does not obligate the Government in any contract award. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information. Do not submit cost proposals or cost information. Response to this notice is strictly voluntary and will not affect any firm's ability to submit a proposal if and when a solicitation is issued. The purpose of this notice is to survey the market and gain knowledge of potential interested contractors for completing the work effort relative for the Replacement of Gate Operating Machinery, East Branch Lake, Wilcox, Pennsylvania. The proposed NAICS for the acquisition is 237990 - Other Heavy and Civil Engineering Construction. The small business size standard is $36.5 million. The estimated magnitude of construction is between $1,000,000 and $5,000,000. SCOPE OF THE PROPOSED ACQUISITION: The U.S. Army Corps of Engineers (USACE), Pittsburgh District, has a need of a contract for Gate Operating Machinery Replacement at the Allegheny River Basin, East Branch Lake project located on the Clarion River in Jones Township, in northeastern Elk County, Pennsylvania. The Clarion River is 7.3 miles upstream from its junction with the West Branch of the Clarion River at Johnsonburg, PA. The work will involve the removal of existing gate operating machinery by use of a floating plant with crane followed by the installation of new gate operating machinery through a roof hatch installed in the roof of the Dam Control Tower at the East Branch Dam, Wilcox, Pennsylvania. The Contractor will be provided an area on project grounds near the work area for storage, parking for worker's vehicles and access to the existing boat launch ramp for the launching floating plant. Materials to be removed will consist of the existing gate operating machinery, electrical controls, roofing materials, concrete, miscellaneous metals, and small amount of roof drain piping. Materials will be recycled or disposed of at a properly permitted licensed disposal facility. Disposal of materials removed during the performance of the work will be off site and will be the Contractor's responsibility. (5) All interested contractors should submit a narrative demonstrating their specialized experience in similar type contracts and past performance. (6) Capability statements should include, bonding capacity, bonding availability, details of similar projects and the completion dates, contract amounts for the similar projects listed, and references. (a) Specific items to address include, • Experience performing work under tight timelines in a relatively constrained work site. • Engineering expertise in manufacturing, testing and installing overhead hoisting machinery. • Experience with installing heavy machinery through openings with tight clearances using a floating plant. • Experience with installing EPDM roofing systems, roof hatches and accessories. • Floating plant capability. • Specialty concrete removal techniques, such as wire-sawing. • Fabrication, delivery, and installation of steel components. • Modification and replacement of floor grating and hatches. • Electrical capabilities. • Construction of work platforms for mobilization of floating plant. Results of this Sources Sought Notice will be used by the Government to make appropriate acquisition decisions.
