Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Request for Quote (RFQ) number is RFQ0003124 and is being conducted as a 100% Small Business Set-Aside, under the procedures of Part 12 and 13, for a brand name or equal purchase. The North American Industrial Classification System (NAICS) number is 811210. The solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-101, dated 10-26-18. The Federal Bureau of Investigation intends to award a Firm-Fixed price type contract for Prime Recognition Maintenance/Licensing Model #MN456-100-395 - Prime OCR Maintenance 2CPU 60CR Engine IA6.0 (Production - QTY-20) and Prime OCR Maintenance 1CPU 20CR Engine IA6.0, (Development - QTY-3). The period of performance will commence on 9/21/2019 - 9/20/2020. Requested items have been identified by a "brand name or equal" description and shall be quoted as such. The justification is based on compatibility. The required maintenance is for previously procured hardware and software, however, quotes offering "equal" products (including products of the brand name manufacturer other than the one described by the brand name) will be considered if such products are clearly identified in the quote and it is determined by the FBI to fully meet the salient characteristic of the above products. Unless the vendor clearly indicates in their quote that they are offering an "equal" product, the quote shall be considered as offering a brand name product referenced in this synopsis/solicitation. If the offeror proposes to furnish an "equal" product, the brand name of the product to be furnished shall be provided shall be provided in the quote. If requested by the FBI, each offeror shall submit a sample of the items he/she proposes. Award shall be made as low price - technically acceptable. The provision at FAR Clause 52.212-1, Instructions to Offerors (FEB 2012), and addendum is incorporated. ADDENDUM to 52.212-1, modify (b) Submission to offerors: "Submit signed and dated offers to the attention of Renee L. Braun, Contracting Officer, via email to: Rlbraun@fbi.gov. All quotes are due by 12:00PM EST, May 13, 2019. The Period of Performance will commence on 9/21/2019 - 9/20/2020. Incorporate by reference FAR Clauses 52.212-4, Contract Terms and Conditions (FEB 2012), and 52.212-5, Contract Terms and Conditions Required to implement Statutes and Executive Orders (JAN 2013), Subsection (a), (b), 1,5,10, 13, 21, 23, 24, 25, 26, 33, 43 and (e). ADDENDUM to Clause 52.212-4, add 52.211-6-BRAND NAME OR EQUAL (AUG 1999); 52.216-18-ORDERING (OCT 1995); 52.233-2-SERVICE OF PROTEST (SEP 2006). The Department of Justice (DOJ), Justice Acquisition Regulation Clauses 2852.233-70-PROTESTS FILED DIRECTLY WITH THE DEPARTMENT OF JUSTICE (APR 1998). The Head of the Contracting Activity, Federal Bureau of Investigation, 935 Pennsylvania Avenue, N.W., Washington, D.C., shall serve as the FBI's contact in accordance with 52.233-3-PROTEST AFTER AWARD (AUG 1996). Each offer shall include a completed copy of 52.212-3 with their quote. ADDENDUM to Clause FAR Clause 52.212-2 (a)-Award will be based on the technical capability of item offered to meet the Government requirement and price. Offerors shall acquaint themselves with the regulations concerning commercial item acquisition contained at FAR Subpart 12 and must ensure that all Representations and Certifications (located on the Internet) are executed and returned as required in this synopsis/solicitation. The awardee shall be registered in SAMS.gov website.
