- The Bureau of Reclamation (BOR), Pacific Northwest Regional Office, intends to issue a solicitation for the PPL5.8 Wasteway Pasco Lateral System, in Pasco, WA, which is classified as a construction contract. The intent of this notice is to announce the impending issuance of a Request for Proposals (RFP) approximately 3 May 2019, but all dates are subject to change. The Period of Performance (POP) is anticipated to start at the beginning of 1 November 2019 for 12 months. As this is a construction requirement and provides a service to the Government, the non-manufacturer rule does not apply. The work requirement includes construction of a new 1.4-mile piped Wasteway, an intake structure from the existing Pasco Pump Lateral (PPL) canal at mile 5.8, a pre-cast manhole access point, a baffled outlet structure, and graded riprap into the Columbia River/Lake Wallula. The work is located east of the Columbia River, where it forms Lake Wallula, near the City of Pasco, located in Franklin County, WA. The principal components of the work to be performed under these work specifications include evacuation of existing structures, evacuation of existing piping, canal lining asphaltic concrete removal, pre-cast of concrete man-holes, HDPE pipe placement and flume gate installation. Also, the work specification include disposal of existing features, cast-in-place concrete for inlet and baffled outlet structures, cast-in-place concrete for canal lining, concrete removals, diversion and care of water during construction, and removal and control of canal water, land site control and land management actions. The applicable NAICS code is 237990, Other Heavy and Civil Engineering Construction, with a size standard of $36.5 million. The Construction Wage Rate, formerly called the Davis-Bacon Act, applies to this procurement. This solicitation will be set-aside for 100% Small Business concerns. This solicitation will be issued as a Request for Proposals (RFP) per FAR Part 15.203. Reclamation intends to award one (1) firm fixed-price contract, and the estimated price range is between $1,000,000 and $5,000,000. The official solicitation announcement will also post to the Federal Business Opportunity site (FBO.gov) and FedConnect site (FedConnect.net). Any amendments applicable to this solicitation will be posted to the Federal Business Opportunity (FBO) site at fbo.gov. Final evaluation factors will be defined in the solicitation. Any award will be based on best value to the Government. This requirement will be solicitated as a total total small business set-aside.
