Description
NO PHONE CALLS PLEASE. ALL QUESTIONS MUST BE SUBMITTED IN WRITING, VIA EMAIL, TO THE CONTRACT SPECIALIST, CONTACT INFORMATION BELOW. The Federal Aviation Administration (FAA) is seeking interested sources that are capable of providing maintenance training for the following GE aircraft engines. Courses are listed below. FAA28488, GENERAL ELECTRIC CFM-56 FAA21900004, GENERAL ELECTRIC GE-90B LINE MAINTENANCE FAA29325, GENERAL ELECTRIC CF-34-8C1 FAA29327, GENERAL ELECTRIC CF-6 ENGINE FAA21900005, GENERAL ELECTRIC CF-34-3 LINE MAINTENANCE The FAA has not determined the exact level of training for each course; rather the FAA is merely trying to identify commercially available courses / sources that may be able to satisfy the Agency s training requirements. A draft requirements statement has been attached to this RFI. The FAA asks that industry review and provide feedback regarding the requirements statement. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendor's expense. At this time, the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The purpose of this market survey is to solicit statements of interest and capabilities from small businesses, service-disabled veteran-owned small businesses, 8(a) certified firms, and all other business types and sizes, capable of providing specified training services for the aircraft engines identified and as outlined within the draft requirements statement. In order to assist with acquisition strategy development and to gain a better understanding of the commercial marketplace, the FAA requests the following from interested vendors: 1. Capability Statement - This document should identify: Type of Training provided by your firm and which engines your firm may be able to provide training for; size and type of training provided by previous contracts (provide detailed information and past performance); and Expected approach, respondents must provide their strategy for accomplishing this work. 2. Questions or comments regarding the draft Performance Work Statement (PWS). 3. Rough Order of Magnitude (ROM) estimate (for budgetary purposes only). All responses to this market survey must be received by 5:00 local time on Friday, November 2 2018. The FAA will only accept submissions; including attachments, electronically emailed to the Contract Specialist at jennifer.lucas@faa.gov. Please include "MARKET SURVEY RESPONSE: VARIOUS GE AIRCRAFT ENGINE MAINTENANCE TRAINING in the subject line of your email. Information provided will not be released but please mark PROPRIETARY on all documents submitted. All questions regarding the market survey will be used in the final development of the governments acquisition strategy. Respondents are encouraged to review the attached documents and provide comments.
