- The Department of Veterans Affairs intends to solicit and negotiate a Sole Source, Firm-Fixed-Price Purchase Order with the small business manufacturer Thoren Caging Systems, Inc. The procurement is for filter covers without handles or slots, weaning cages, small mice cages, stainless steel cage covers that hold 16oz bottle and feed, and stoppers. The North American Industry Classification (NAICS) code for this acquisition is 326199. The replacement cages and parts are the only units that fit in the Thoren Caging System that is already in place. The Justification is attached to this notice. This procurement is limited to one source in accordance with FAR Part 13.106-1(b)(2) Soliciting from a Single Source, as no other supplies will satisfy the Agency s requirement. The anticipated award date: April 29,2019. This requirement is for: Department of Veterans Affairs Portland VA Health Care System Portland Warehouse 3710 SW US Veterans Hospital Rd Portland, OR 97239 This notice satisfies the requirement at FAR 5.201(b)(1), to publicize the proposed contract action. This notice of intent is not a request for competitive proposals and no solicitation will be made available. Any responses received will only be considered for the purposes of determining the market place for future procurements. The Government will not pay for information submitted. This will be the only notice of the Government's intent to solicit, negotiate, and award to one source to satisfy this requirement. This procurement is for the Portland VA Medical Center PR# 648-19-2-169-0932 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This is a request to purchase replacement caging and related equipment for the Thoren Caging System. These are to replace cages that have become cloudy or damaged. Estimated cost will be $25,163.00. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The rack configuration, number of cages per rack, and dimensions of cages were configured for the Portland VA research room. Cages are top mounted in the racks and must meet the size standard in the initial configuration. The air filter is part of the cover to the cage which must fit correctly to allow for proper air flow through the HEPPA air filtration system. The bottles and feed containers are made for these cages, so they do not protrude outside of the cage which allows the cages to fit inside the racks. It is important that the purchase of these replacement cages and parts be compatible with this system that has been in place since approximately 1989. Description of market research conducted and results or statement why it was not conducted: Market research resulted in 94 SDVOSB/VOSB vendors in VIP using NAICS 326199. FPDS resulted in finding procurement VA260-17-P-1858 for Thoren Caging Systems, items were purchased in 2017 for Portland VAMC. GSA eLibrary returned 1 vendor that was an SDVOSB/VOSB. On 4/12/19, an email was sent to the requestor asking if another brand of cage would work in the current system. The requestor replied that other brands would not fit correctly in the Thoren system. On 4/14/19, an email was sent to the vendor asking if they had a SDVOSB distributor. The Vendor responded to the email stating they do not have a SDVOSB distributor. They are the only distributor for the Thoren Caging System. These cages are proprietary to the current system in place at the Portland VAMC. Robert W. Digitally signed by Robert W.
