Description
***Due to further clarification from the end user at NAMRU-D regarding specific requirements for analog export of data, the solicitation is being reposted. The Luicid M1 system is a fully digital machine off the shelf. The requirement below regarding the Lucid M1 system to be modified to meet the needs of the government is a requirement for this solicitation. The prospective vendor must list on the quote that the system can export data via analog signal (voltage signal to connect to data acquisition system) and not digitally as it is set up from the factory. This is a must have feature that will allow this system to work seamlessly with the current systems in place. The quote must also state any standard warranty available for the system and it's components. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. All responsible sources may submit a quotation which, if timely received, will be considered by the Agency. All proposals received will be evaluated and awarded to the vendor that provides the "best value" to the government. Researchers from the Naval Medical Research Unit Dayton (NAMRU-D) will procure a transcranial Doppler ultrasound and use it to determine the cerebral blood flow responses to fluctuations in inspired oxygen and additional aerospace conditions (e.g. heat, hypobaria, etc.). Mental performance is essential for safe flight and is tightly associated with cerebral blood flow and cerebral oxygen delivery. We require a transcranial doppler ultrasound system that will perform in the following ways: a) operate at atmospheric pressures up to an equivalent of 18,000 ft, b) simultaneously record both the left and right middle cerebral arteries c) export data (analog) to data acquisition system d) exhibit reasonable portability to study sites e) has a relatively small footprint f) all-in-one system (no extra computer needed) g) is very accurate h) has a mode to assist in the location of vessels i) has no upgrade or update fees to be assessed in the future j) has 24/7 customer service k) has multiple exam protocols l) is battery-powered NAMRU-D has determined the transcranial doppler system, Lucid M1 System, will meet the specific requirements set forth. The following items listed below are needing to be procured: QTY: 1 P/N: NA-TCDSYS-2 Lucid M1 System Unilateral with 1 handeld probe, remote control, and NVD software. QTY: 1 P/N: NA-BIL Bilateral Functionality Upgrade QTY: 1 P/N: NA-HDSYS Manual Headset and 2 MHz Monitoring Transducer QTY: 1 P/N: NA-FSW Complete Software Package QTY: 1 P/N: NA-OST1 On-site TCD Training All items will be shipped to Wright Patterson AFB in Dayton, Ohio 45433. Please submit all quotes via e-mail to both POC's listed. The quote should include all applicable shipping and handling costs. As NAMRU-D is a Government facility, no sales tax will be paid. All quotes must include the Company Name, Full Address, CAGE Code and Point of Contact information including Name, Phone Number and E-Mail address. All invoices for this contract will be submitted electronically through Wide Area Work Flow (WAWF)- Invoicing Receipt Acceptance Property Transfer (iRAPT).
