- SOURCES SOUGHT DESCRIPTION This is a Request for Information/Sources Sought announcement only. It is not a solicitation announcement. Requests for a solicitation will not receive a response. The purpose of this sources sought announcement is to request responses from qualified Service Disabled Veteran Owned Small Businesses (SDVOSB) or Veteran Owned Small Businesses (VOSB) interested and capable of providing one-time thorough floor cleaning services for a 68,000SF+ warehouse facility in Tucson Arizona. The North American Classification System (NAICS) code for this acquisition is 561720. This Sources Sought Notice is part of market research and will be used to make appropriate acquisition decisions including whether the procurement warrants a set-aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), or Small Business (SB). Potential Offerors: All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM located on the web at www.sam.gov). Additionally, all SDVOSB or VOSB who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vetbiz.gov. All interested offerors should submit information by email to jeffrey.crysler@va.gov received no later than 8am CST on May 6th, 2019 RESPONSE: Respondents to the sources sought notice must provide: Company Name, Address, Point of Contact, Phone Number, Email, FAX, Socio-Economic Status, & Duns Number. Documentation of technical expertise in this field by providing sufficient details of completed similar projects for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this service. List equipment available to complete this service. Availability on weekends in the month of May, 2019. Number of personnel you have available for this service. SUMMARY: The SW CMOP here in Tucson, AZ currently has a need to thoroughly clean the production and logistics concrete floor, strip, clean and seal grout in all tiled areas to include wall tiles in restrooms. This project will consist of approximately 55,000 square feet of concrete flooring and approximately 12,500 square footage of floor and wall tile, to be field verified at site visit. This scope will include all necessary equipment to accomplish the details stated above and is expected to be accomplished during weekend work. LOCATION: TUCSON SW CMOP (Consolidated Mail Outpatient Pharmacy) located in Tucson, Arizona and is located at 3675 E. Britannia Drive, Tucson, Arizona, 85706 DESCRIPTION OF SERVICES: Contractor shall furnish all labor, materials and equipment to perform a thorough cleaning of the production and logistics concrete floor, strip, clean and seal grout in all tiled areas to include wall tiles in restrooms. Concrete flooring shall be free from dust and debris once completed. All tile flooring will be stripped, cleaned and sealed per manufacturer recommendations and the contractor will provide the government a care and maintenance plan for the tile and grout cleaned. All equipment, installation materials and workmanship shall meet all current OSHA requirements, all current UPC, NFPA and NEC codes and all other applicable standards and all State and local codes as required. SITE VISIT: Tucson SW CMOP will conduct a site visit with all prospective contractors to walk through project and identify and answer all questions. This site visit will be setup during the solicitation phase and will be required prior to quoting. WORK HOURS: The contractor will have access to Tucson SW CMOP during weekend hours to complete all work. WARRANTY: The contractor shall warranty all parts, equipment and workmanship for a period of one year from the date of Government acceptance of work. WASTE DISPOSAL: The contractor shall dispose of all waste and excess material from the job site. The contractor shall not dispose of any waste at Tucson CMOP nor leave waste at the site overnight. WORK AREAS: The contractor shall, at all time, keep work areas free from accumulations of waste material, rubbish, tools, equipment and materials. Upon completion of the job or when away from the work site, the contractor shall leave the work area and premises in a clean, neat, safe and workmanlike condition. FIRE PREVENTION AND SAFETY: The contractor shall comply with all local, state and federal laws and safety regulations. Compliance with OSHA and other applicable laws and regulations for the protection of contractor s employees is exclusively the contractor s obligations, and the Government will assume no liability or responsibility for the contractor s compliance or non-compliance with such responsibilities. The contractor shall provide all contractor employees with all the necessary personal protective clothing and equipment and provide Safety Data Sheets for any chemicals brought on site. Contractor Employees shall comply with VA CMOP Fire Protection Program and the Fire Prevention and Health Programs. CONTRACTOR EMPLOYEE CONDUCT: The Government reserves the right to require removal from the site any contractor employee who endangers persons or property, whose actions are inconsistent with professional conduct, whose continued employment is inconsistent with the interest of VA CMOP security or who is found to be incapacitated or under the influence of alcohol, drugs, or other substances. Removal of employees for any reason does not relieve the contractor of the requirement to perform services specified herein. TOBACCO USE IN VA FACILITIES: Contractors are advised that the Government has prohibited smoking and the use of all tobacco products in Government facilities. Contractor employees and visitors are subject to the same restrictions as Government personnel. Smoking is permitted only in designated smoking areas. SECURITY REQUIREMENTS: The contractor shall obtain their security badges through the front desk Security located in the front office. All contractor and sub-contractor personnel shall abide by all Tucson SW CMOP security requirements and regulations. A Government escort will be provided for all work accomplished on the Production Floor. WEAPONS, FIREARMS, AND AMMUNITION: Contractor s employees are prohibited from possessing weapons, firearms, or ammunition while on Government Property at Tucson SW CMOP. QUALITY CONTROL: The contractor will be responsible for the quality control of all work performed. All work must be performed in accordance with industry standards, manufactures specifications, installation instructions/recommendations, related documents provided and in compliance with all applicable codes and regulations. NEC, IBC, State, County, and local authority. Perform all required tests on all work as specified herein and in accordance with code requirements and industry standards to ensure full and complete operation of all systems. GOVERNMENT ACCEPTANCE OF PROJECT: The government will accept the contractor s work and performance when the concrete floors have been cleaned, the tiles (floor and wall) have been stripped, cleaned and grout has been sealed. This will also include ensuring a care and maintenance plan is submitted per tile manufacturer s recommendations. Facility Layout: See attached Tucson CMOP Plant Layout.
