- In accordance with the Federal Aviation Administration's (FAA's) Acquisition Management System (AMS) Section T3.2.2.4 - Single Source, the purpose of this announcement is to summarize the basis for the single source decision. The FAA intends to award a single-source delivery order to General Dynamics for forty-six (46) URC-200 VHF/UHF radios. This delivery order will be issued against General Dynamics ™ GSA Schedule # GS-35F-0060N and will contain firm-fixed price line items. The FAA is in the process of replacing the VHF/UHF radios in its mobile assets that provide the capability to quickly deploy a mobile air traffic control tower (ATCT). This procurement will improve the readiness of the FAA ™s mobile assets which are encountering an increasing failure rate for the old radios in the mobile assets. It is critical to maintain standardization in the National Airspace System (NAS) so that technicians and controllers have common equipment available to do their jobs and do not require expensive and time consuming retraining. The General Dynamics URC-200 radio is the standard that is acquired by the FAA for fixed ATCTs and is the only VHF/UHF radio that is currently available that is certified and maintained by FAA technicians. Furthermore, as noted above, per FAA TI Order 6600.21C, the URC-200 radios are the only FAA certified radios that can be used to exercise positive control of aircraft in the terminal environment. The FAA is required to comply with Configuration Management (CM) FAA Order 1800.66 and must not deviate from certified radios as approved per FAA TI Order 6600.21C. The FAA requires delivery of the required URC-200 radios by no later than early summer of 2019. This will ensure that radios are available for installation into the FAA ™s mobile assets prior to the start of hurricane season in the summer of 2019. If these radios are not delivered by early summer of 2019, the field will not be able to provide installation before Hurricane Season, potentially leaving a safety vulnerability to Air Traffic Communications during an emergency. The FAA originally planned to procure the requested equipment through an existing FAA contract vehicle. Further research indicated that the particular contract was not a valid option. While the FAA found several resellers of the General Dynamics URC-200 radios on GSA Advantage, none of these vendors listed this specific product on their GS Price Lists. General Dynamics, as the manufacturer, is the only source available to satisfy the FAA ™s requirement within the time required. The FAA intends to award this delivery order against General Dynamics ™s GSA Schedule GS-35F-0060N to leverage the pre-negotiated terms and rates on the GSA Schedule and further expedite the award process. To initiate a new competitive procurement among authorized resellers at this point would cause unacceptable delays to the acquisition of new radios that are needed now due to the increasing rate of failure of the old radios in the mobile assets. As noted above, the immediate critical need for forty-six (46) URC-200 radios necessitates a direct award to General Dynamics at this time. The FAA intends to conduct appropriate procurement planning to ensure that any future requirement for URC-200 radios can be competed among authorized resellers to the greatest extent practicable. This will eliminate the need for a single-source award in the future.
