Description
The U.S. Fish and Wildlife Service intends to award on a Sole-Source basis to Pond & Company for construction administrative (Title III) Engineering Services for the Concrete Repairs at Crab Orchard Dam, located on Crab Orchard National Wildlife Refuge, Williamson County, Illinois. This Task Order shall be divided into two parts. The first part shall be office support, which will include, review of submittals, teleconference calls, site visits, minor design modifications, review of technical questions from the contractor, Record Drawings and a Final Construction Report. The second part shall be field support, which shall include a full time on site inspector to monitor construction activities and complete daily logs/photos. The A/E shall also provide a field testing firm to conduct quality control tests on aggregates and concrete. The period of performance for the proposed contract is from the date of award until 13 December 2019. The proposed contract is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 16.505(b)(2)(i)(B). The proposed contractor has unique capability to complete the construction administration services for the work conducted as a result their own design. The construction work is being conducted by a separate vendor under separate contract. The design was a result of a previously fair opportunity award under a multiple award IDIQ, and this new task order for the administrative services will be a logical follow-on to the design services. All responsible sources may identify their interest and capability for this requirement by responding to this announcement. All proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
