Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is 0040438423 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-01. The associated North American Industrial Classification System (NAICS) code for this procurement is 334515 with a small business size standard of 500.00 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.UnisonMarketplace.com will start on the date this solicitation is posted and will end on 2019-05-08 17:00:00.0 Eastern Time or as otherwise displayed at www.UnisonMarketplace.com. FOB Destination shall be Grand Coulee, WA 99133 The DOI BOR Grand Coulee Power Office requires the following items, Meet or Exceed, to the following: LI 001: Vacuum Breaker Interrupter Test Set. Specifications: This equipment shall come with an American (NEMA 5-15 to IEC60310C13 connectors, UL & CSA approved) power cord, an USB communication cable, and an instruction manual CD. The communication interfaces for this instrument shall be USB. The equipment shall also come with long Test Leads. The equipment shall be capable of predicting the remaining life in the vacuum interrupter bottle. The equipment shall have an enclosure that is suitable to allow outdoor use. The equipment shall be capable of operating in temperatures of -10ï‚°C to 50ï‚°C and be capable of being stored in temperatures of -30ï‚°C to 70ï‚°C. The instrument shall be portable and weigh less than 40 pounds. This instrument shall be capable of testing 6.9kV and 11.95kV vacuum interrupters. The instrument shall require that the equipment being tested is completely isolated from the electrical system. The instrument shall be capable of performing the tests near to or inside the equipment being tested. Input: 120 VAC, 60Hz; Measure Range: 1 × 10-5 Pa ~ 1 × 10-1 Pa; Measure Accuracy: <10% of the reading; Display: Back-lit LCD screen viewable in bright sunlight and low light conditions; Printer: At minimum a built-in 2.2 in. wide thermal printer; Internal Test Record Storage: Stores up to 500 test results or more; Computer Interface: USB; Computer Interface: Window based software; Certifications: CE certified; Environment Operation: -10ï‚°C to 50ï‚°C; Humidity: 85% Rh @ 40 °C non-condensing Altitude: 2,000 M (6,562 ft) to full safety specifications; Cables: Furnished with full set of test leads (including high-voltage output cable, signal input cable, magnetic coil output cable, 20 ft. ground cable, flexible magnetic field coil, and USB cable); Magnetic Coils: Flex and fixed coil capable to test 6.9kV and 11.95kV vacuum bottle; Warranty: One year on parts and labor All test results shall be provided as stable and repeatable data. This data shall be recorded in a file format that will be stored within the instrument. This test equipment shall also include software to enable retrieval of this data at any time. Test equipment shall be calibrated to NIST Standards.
