Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation document will not be issued. This solicitation is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. The associated North American Industrial Classification System (NAICS) code for this procurement is 336211, Motor Vehicle Body Manufacturing, with a small business size standard of 1,000 employees. This is a 100% total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside procurement. The Battle Creek VA Medical Center, 5500 Armstrong Road, Battle Creek, Michigan 49037 is seeking to purchase four (4) Tuck Under Liftgates to be installed, with Liftgates that have a maximum weight of 3300 lbs. These lifts should be approximately 60 deep X 86 wide extruded aluminum, flat profile platform, plus approximately a 10 rigid ramp. They should have level ride platform throughout range of travel; pump and motor enclosure box; power down; toggle switch control; circuit breaker kit; greaseless pins; rubber dock bumper pads; heavy duty steel steps on each side with black anti-skid coating. The purchase of the four (4) Tuck Under Liftgates, will include the removal of the old lift gates from the vehicles, the delivery of the new Liftgates, the preparation to the vehicle for the new Liftgates (plate posts/uprights of rear door frame), and the installation of the new Liftgates. It is required to inspect vehicles to determine installation strategy. Includes analysis of wheelbase and proper body builder interface unit. Old equipment will be removed and turned over to the VA facility. Preparation of trucks to receive new lifts to include metal plating of posts or uprights to cover holes and create supports for new lift installation. The vehicles that these lifts will be removed from and new ones installed on, are: 2014 International HD 4000 - Plate G82-0086N - Food Truck - 95.5 w x 102.5 h 2008 International HD 4000 - Plate G82-0081P - Linen Truck - 95.5 w x 91 h 2008 International Max Force - Plate G82-0080P - Logistics Truck - 95.5 w x 91 h 2011 Ford F750 Plate G82-0808V - CWT Truck - 95.5 w x 91 h This combined synopsis/solicitation uses a brand name or equal description of the products required. This permits prospective contractors to offer products other than those specifically referenced by brand name. Items called for have been identified by a "brand name or equal" description, such identification is intended to be descriptive, but not restrictive, and is to indicate the quality and characteristics of products that will be satisfactory. No remanufactures or gray market items will be acceptable. Gray market items are Original Equipment Manufacturers (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. Vendor shall be an OEM, authorized dealer, authorized distributor, or authorized reseller for the proposed equipment, verified by an authorization letter or other documents from the OEM, such that the OEM s warranty and service are provided and maintained by the OEM. All warranty and service associated with the equipment shall be in accordance with the OEM terms and conditions. Place of Performance The Contractor shall deliver the quoted items, FOB Destination. Contractor shall indicate on the quote how many days after receipt of an order (ARO) the items can be delivered. Contractor shall deliver the items fully assembled and in operational condition. Delivery shall be to the Battle Creek VA Medical Center, 500 Armstrong Road, Battle Creek, Michigan, 49037. Attn: Engineering Department/Brian Clark. Award shall be made to the contractor whose quote offers the best value to the government, considering technical capability, past performance, and price. The government will evaluate information based on the following evaluation criteria: (1) technical capability factor meeting or exceeding the requirement, (2) past performance, and (3) price.
