Description
The Government has a requirement for 109 x Leased Non-Tactical Vehicles with maintenance at Camp Taji, Iraq. The resultant contract will be as follows: Basic period 12 months; two 12 month option periods for issuance of a total 36 month strategy on a purchase order. The contract line items (CLINs) that are being included on this effort are as follows: non-tactical vehicles (48 x mid-size SUVs, 25 x full-size SUVs, 28 x small crew cab trucks, and 8 x 25 passenger mini-busses) with routine and emergency maintenance and Defense Base Act (DBA) insurance. The contract type contemplated for this effort is Firm Fixed Price (FFP). Electronic procedures will be used for the solicitation which will be posted at www.fedbizopps.gov. The estimated solicitation issue date will be 15 May 2019 with a response date of 21 May 2019. The sole source contractor is SOS International LLC, Reston VA, Cage code 6QG06. The Government intends to award this contract on a sole source basis under authority 41 U.S.C. 1901 as implemented by FAR Subpart 13.5 exclusive licensing agreements. Due to the exclusive land use agreement (LUA) between the government of Iraq (GOI) and SOS International LLC (SOSi) to occupy the green zone at Camp Taji, Iraq., SOSi is the only firm capable of meeting the Army's requirement. GAO protest B-417223.2; B-417223.4 upheld the LUA between the GOI and SOSi to occupy the green zone at Camp Taji, Iraq. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiated with only one source under the authority of FAR 13.5. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. To be eligible for award, a offeror must be registered in the JOINT CONTINGENCY CONTRACTING SYSTEM (JCXS) at https://www.jccs.gov by the solicitation close date. In addition, all subcontractors at all tiers who will be contracted by the prime (including a U.S. prime contractor) during the life of the contract must be registered in JCXS by the award date or within 30 days of contract if unknown at award. Contractor must be capable of performing maintenance on Camp Taji, Iraq. All potential offerors should contact the buyer/PCO identified above for additional information and or to communicate concerns, if any, concerning this acquisition. This is a commercial acquisition.
