Description
The Department of Veterans Affairs, Strategic Acquisition Center entered into a sole source procurement with Mental Health Association-New York City (MHA-NYC), 50 Broadway FL 19, New York, NY 10004, a non-profit organization, for Veterans Crisis Line Telephony Services on 30 April 2019. The statutory authority permitting other than Full and Open Competition is 41.U.S.C. 3304(a)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Intent to Sole Source was published under FBO Notice 36C10G19Q0055 on 1 March 2019. This procurement is for the acquisition of multiple services from MHA-NYC for the Department of Veterans Affairs, Veterans Health Administration, and Veterans Crisis Line (VCL). The services to be acquired from MHA-NYC include the following: Routing of calls from the National Suicide Prevention Lifeline (NSPL) to VCL; routing of calls that are not answered by VCL s responders to the contractor's managed back-up center(s) (referred to as Contingency Centers ); and management of the VCL chat services technology infrastructure. The period of performance includes a Twelve (12)- month base period with Four (4) Twelve (12) month options, and a 6-month option for the FAR Subpart 52.217-8 -- Option to Extend Services clause. The anticipated value of this contract is $35,932,328.77 NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (01-MAY-2019); HOWEVER, IT DID APPEAR IN THE FEDBIZOPPS FTP FEED ON THIS DATE.
