- The U.S. Fish and Wildlife Service ¿s Region 6 will be issuing a Request for Proposal (RFP) to demolish the existing and construct a new maintenance shop building at the National Bison Range Wildlife Refuge in Montana. The contractor shall provide all equipment, labor, and materials to demolish the existing building and construct a new maintenance shop building. The building is to be a 55 ¿x100 ¿ pre-engineered metal building. Some items located in the existing shop will be relocated and reused in the new shop. Once the new shop is operational, the existing building is to be decommissioned and deconstructed. The existing building is to be recycled as much as possible. The following is a list of items to be relocated from the existing building for use in the new building: 1. Furnace and HVAC controls 2. Water well controls and tank 3. Vehicle lift 4. Air Compressor and associated items 5. Base radio and antennae 6. Overhead radiant heaters 7. Compressed air hose reels 8. Break Room range and refrigerator 9. Restroom mirror, waste receptacle, bench, lockers and grab bars 10. Washer and Dryer 11. Emergency eye wash station 12. Overhead door operators 13. Mezzanine railing system Work on this project also includes, but is not limited to, site electrical work, site water and septic systems, site grading and road base installation, geotechnical investigations to confirm design assumptions, structural engineering for the structural slab/foundation design assumptions and confirmation to align with the requirements of the selected pre-engineered metal building. This requirement shall be completed in accordance with the project specifications and drawings. The project site is on the National Bison Range National Wildlife Refuge which is located at 58355 Bison Range Road in Moiese. MT. This procurement action is being solicited as a Total Small Business Set-aside. The NAICS code is 236220 Commercial and Institutional Building Construction with a size standard of $36.5 Million. The estimated magnitude for this construction project is between $1,000,000 and $5,000,000. The estimated performance period is 365 calendar days from the Notice to Proceed date. The Notice to Proceed date will be negotiated based on the site conditions. This requirement is being procured in accordance with FAR Part 36, Construction and Architect-Engineer Contracts and FAR Part 15, Contracting by Negotiation. The solicitation package number (140F0619R0016) will include the Solicitation Forms (SF1442), Specifications, Drawings, Project Submittal List, and the applicable Department of Labor Wage Determination. These documents will be posted to https://www.fbo.gov and available on https://www.fedconnect.net on or about May 8, 2019. Contractors must have a current registration in the System for Award Management (SAM) in order to participate in this requirement. SAM registration is free and can be accessed at http://www.sam.gov. The date, time, and point of contact information for coordinating the pre-proposal site visit will be included in the solicitation package. Prospective bidders are encouraged to visit the work area in order to examine the existing conditions. Failure of the contractor to ascertain the nature, location, and conditions which affect the work will not relieve the contractor from the responsibility for successfully performing the work without additional expense to the Government.
