Description
The Naval Air Systems Command (NAVAIR) intends to award an order under Basic Ordering Agreement (BOA) N00019-16-G-0015 to Orbital Sciences Corporation (Orbital), a wholly owned subsidiary of Northrop Grumman Innovation Systems, Inc., on an other than full and open basis procuring: (1) an Open Circuit Voltage (OCV) check and maintenance on GQM-163A Lithium-Ion Avionics and Flight Termination System (FTS) batteries; and (2) associated administrative and technical data. The primary place of performance is 3380 South Price Road, Chandler, Arizona, 85248, USA. The planned period of performance is from September 2019 through September 2020 for a quantity of up to seventy-five (75) with four (4) options each consisting of one (1) calendar year for a quantity of up to seventy-five (75) per year. The effort shall be procured pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." Orbital is the original designer, developer, and manufacturer of the Supersonic Sea Skimming Target (SSST) and is the only known qualified, responsible source that possesses the necessary knowledge, experience, and technical data required to fulfill the requirements specified. Award to any other source would result in substantial duplication of costs not expected to be recovered through competition. This synopsis is published for information purposes only. This notice of intent is not a request for competitive proposals. All responsible sources may submit a capability statement which shall be considered by the agency. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract, or to be responsible for any monies expended by any interested parties before award of a contract for the effort described above.
