Description
Culture and Process Improvement (CPIP) MQ-9 Mission Control Element (MCE) Group, Shaw AFB, Sumter, South Carolina N6945019R1303 The Naval Facilities Engineering Command Southeast (NAVFAC SE) has been tasked to develop, solicit, and award a single-award, firm fixed-price (FFP), design-bid-build (DBB) contract for the construction of a complex which consists of two new two-story buildings at Shaw Air Force Base, South Carolina. The estimated price range for the entire project is between $25,000,000.00 and $100,000,000.00. The scope of this project is for the construction of the CPIP MQ-9 MCE Group complex, at Shaw Air Force Base, South Carolina. Primary facilities include a Headquarters Building and an OPS Building, which will house a multitude of various MQ-9 missions. The Headquarters facility will house a command suite, an auditorium with unclassified up to secure capabilities, and squadron supporting administrative offices and will be approximately 23,500 GSF. Facility support spaces and facility service spaces will be shared. The operations facility will house two (2) separate squadrons with independent mission requirements and will be approximately 77,300 GSF. A large portion of the squadron components will be located within a secure area. Access into each squadron will be accessed via independent secure vestibules. The associated site works include facility mechanical equipment, generator equipment, trash enclosure along with 250 parking spaces and a space for two (2) Mobile Ground Control Station (MGCS) units. The complex will be focused around an exterior courtyard that promotes interaction amongst squadron personnel while allowing for a shared entry access point from the parking areas. Measures in accordance with the Department of Defense (DoD) Cyber Security Measures will be incorporated into this project. The Request for Proposal (RFP) will be issued as an unrestricted requirement open to all firms in accordance with FAR Subpart 6.1, Full and Open Competition. The RFP will be open to participation by all interested firms with specialized experience and qualifications required by this contract. The NAICS code for this FFP solicitation is 236220 with a size standard of $36,500,000. The best value continuum source selection process to be used for this acquisition is the tradeoff source selection process as describe in FAR 15.101-1. It is in the best interest of the Government to consider award to other than the lowest-priced offeror or other than the highest technically rated offeror whose proposal meets the requirements of the solicitation. Interested firms will be required to submit a price proposal and a non-cost/price proposal. Offerors who fail to submit a price proposal and non-cost/price proposal will not be considered for an award. Award will be made to the offeror whose total price and non-cost/price proposal offers the best value to the Government. Proposals will be evaluated on total price for the project. Contract award is anticipated on or around 30 September 2019. Detailed information for the Pre-Proposal Conference and Site Visit information will be provided in the solicitation. Proposals will be due no earlier than 30 days after the solicitation is released (exact date and time will be specified in the solicitation).
