- SOURCES SOUGHT NOTICE: Firm Fixed Price Contract (FFP) DESCRIPTION: This is a sources sought to determine the availability of potential sources having the skills and capabilities necessary to provide Installation of Room Pressure Monitors in eight (8) Operating Room suites, recovery area and hallway, located in Building # 100, William Jennings Bryan Dorn VA Medical Center, 6439 Garners Ferry Road, Columbia, SC. The estimated period of performance is thirty (30) days from the date of award. Please be aware all Federal, State and local labor laws will be applicable to this procurement including, federal minimum wage as provided in Section 6(a)(1) of the Fair Labor Standards Act and the McNamara-O Hara Service Contract Act. If you have specific questions regarding labor laws, you should contact your local Federal Department of Labor representative. All interested vendors are invited to provide information to contribute to this market survey/sources sought including commercial market information. THIS IS NOT A SOLICITATION ANNOUNCEMENT. This is a sources sought synopsis. Questions should be submitted by email to wileen.stokes@va.gov Provide only the requested information below. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classifications (Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), Hub zone, 8(a), small, small disadvantaged, woman-owned small business, FSS/GSA contract schedule holders or large business) relative to NAICS 238220 Plumbing, Heating and Air -Conditioning Contractors (size standard $15.0 M). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to the sources sought synopsis, a solicitation announcement may be published on the FBO website. Responses to the sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to the sources sought announcement. REQUESTED INFORMATION: (1) STATEMENT OF CABABILITY: Submit a brief description, two (2) pages or less, that demonstrates how your company can provide the requested services at time of award. Include your company s experience in performing these services to the VA, other Government (Federal or State) agency, or for a private facility. DRAFT Statement of Work Provide and Install Operating Room Pressure Monitors 1. REQUIREMENT: This requirement is for a contractor to provide and install room pressure monitors in all eight (8) Operating Room (OR) suites, recovery area and hallway in building 100 (Main Hospital) at WJB Dorn VA Medical Center, 6439 Garners Ferry Road, Columbia, South Carolina. 2. BACKGROUND: WJB Dorn VA Medical Center is a 216-bed facility, encompassing acute medical, surgical, psychiatric and long-term care. The hospital is located in Columbia, South Carolina and provides primary, secondary, and some tertiary care. Annually, the medical Center serves approximately 56,116 patients. Satellite outpatient clinics are located in Anderson, Greenville, Florence, Orangeburg, Rock Hill, Sumter, and Spartanburg, South Carolina. This requirement is for a contractor to provide and install room pressure monitors in all eight (8) OR suites, recovery area and hallway in Building 100. Dorn VAMC currently has an Operating Room area located on the 2nd floor, south wing of Building 100 (main hospital). The OR area is comprised of 8 OR suites, numbered 1-8. There is a center core area that all OR suites open into, and a PACU, or recovery area and a holding area and a holding or pre-op area. There is an east hallway that rooms 1-4 open into, and a west hallway that rooms 5-8 open into. There is also a break room, male and female locker rooms and a T-cart elevator room. All of the OR area is fed by one air handler (A/C 16). It is currently 100% outside air unit with 100% exhaust. The OR rooms, center core and hallways are sterile areas. All OR suites must maintain a positive pressure to ensure sterility and proper infection control. To ensure positive pressure in these critical areas, currently a contractor checks these areas on a quarterly basis and Engineering staff perform a manual check in the area weekly. To ensure that these areas stay positive all of the time, 24/7, and infection control is properly maintained, a pressure differential monitoring system is necessary. 3. PERIOD OF PERFORMANCE: The period of performance shall be June 3, 2019 through June 28, 2019. All work shall be performed after normal business hours Monday through Friday. Normal business hours are 0700-1700 Monday through Friday (except for Federal Holidays). Work may be performed on weekends. Coordination shall be made with the OR staff/charge nurse. DRAFT 4. PLACE OF PERFORMANCE: The place of performance shall be WJB Dorn VA Medical Center, 6439 Garners Ferry Road, Columbia, SC 29209, Building 100 (Main Hospital), OR Suite and recovery areas, 2nd Floor of Building 100. 5. PERFORMANCE REQUIREMENTS: The contractor shall install room pressure monitors in all 8 OR suites recovery area and hallway. All OR suites and Center core will be monitored for positive pressure as well as the east and west halls. The room pressures will be monitored via the Siemens energy Management System in the Engineering Control Center. The monitors will have visual and audible capability. The use of the audible will be able to be disabled if the OR staff deems that it would be disruptive to patient care. The Contractor shall install Siemens Model 547-314B Room Condition Monitors. These monitors are designed for low differential pressure applications that require stringent pressure monitoring and audio alarming. The specifications of these Room Condition Monitors are as follows: Accuracy: +/-0.5% F.S., +/-0.25% FS optional Operating Temperature Limits: 32 Degrees/F to 120 Degrees/F Altitude: 2000 meters (max) Operating Humidity Limits: 5 min. to 95% max. RH (non-condensing) Thermal Effects: +/-0.03% F.S/Degree Fahrenheit Supply Voltage: 18-30 VAC, 50-60 Hz Power Consumption: 10W for Analog Analog Inputs: 0-5 Vdc, 0-10 Vdc or 4-20 mA (2-wire) Analog Output: Selectable 4-20 mA (2-wire) 0-5 Vdc (3-wire), or 0-10 Vdc (3-wire) Digital Input: Contact closure for door status indication Housing: Fire retardant plastic UL 94 V-0 Dimensions: 5.84 H x 7.45 W x 0.38 D Weight approx.: 1 lb. 3.2 oz (554 grams) Certifications: CE, CSA Sterility shall be maintained in the OR during this work. Infection control including the use of containment devices must be used. All contractor s employees must dress out in proper PPE when in sterile areas. Clean up shall be done continually and dust control using a heap filtered vacuum cleaner must be done at all times. All procedures OSHA, AWE and JC shall be followed, including infection control, Lock Out/Tag Out. There is lead in the walls of the OR suites, so caution must be used if any drilling is required. Coordination with the COR and Electric Shop must be done in reference to the type of conduit and mounting devices and running conduit. DRAFT This will be a turn key with all electrical wiring, conduit, equipment, materials, system design, installation, graphics on front end and testing including. Training shall be provided to Engineering and OR Staff upon completion of work. A one-year warranty to be included. Contractor must sign in and out daily thru ECC LB184-100. Coordination will be made with ECC -7588 for any smoke detector deactivation required. Entry into the OR area from the rear stairwell or Mechanical room or 2nd floor roof doors is prohibited. 6. INVOICES: a. Payment will be made upon receipt of a properly prepared detailed invoice, prepared by the Contractor and submitted through Tungsten Network (formerly known as OB10) http://www.tungsten-network.com/us/en/. A properly prepared invoice shall contain: Invoice Number and Date Contractor s Name and Address Accurate Purchase Order Number Supply or Service provided Period Supply or Service Provided Total Amount Due b. TERMINATION FOR CONVENIENCE: In accordance with FAR 52.212-4 (l) The Government reserves the right to terminate this contract, or any part hereof, for its sole convenience. DRAFT 8. RECORDS MANAGEMENT LANGUAGE FOR CONTRACTS: The following standard items relate to records generated in executing the contract and should be included in a typical Electronic Information Systems (EIS) procurement contract: Citations to pertinent laws, codes and regulations such as 44 U.S.C chapters 21, 29, 31 and 33; Freedom of Information Act (5 U.S.C. 552); Privacy Act (5 U.S.C. 552a); 36 CFR Part 1222 and Part 1228. Contractor shall treat all deliverables under the contract as the property of the U.S. Government for which the Government Agency shall have unlimited rights to use, dispose of, or disclose such data contained therein as it determines to be in the public interest. Contractor shall not create or maintain any records that are not specifically tied to or authorized by the contract using Government IT equipment and/or Government records. Contractor shall not retain, use, sell, or disseminate copies of any deliverable that contains information covered by the Privacy Act of 1974 or that which is generally protected by the Freedom of Information Act. Contractor shall not create or maintain any records containing any Government Agency records that are not specifically tied to or authorized by the contract. The Government Agency owns the rights to all data/records produced as part of this contract. The Government Agency owns the rights to all electronic information (electronic data, electronic information systems, electronic databases, etc.) and all supporting documentation created as part of this contract. Contractor must deliver sufficient technical documentation with all data deliverables to permit the agency to use the data. Contractor agrees to comply with Federal and Agency records management policies, including those policies associated with the safeguarding of records covered by the Privacy Act of 1974. These policies include the preservation of all records created or received regardless of format [paper, electronic, etc.] or mode of transmission [e-mail, fax, etc.] or state of completion [draft, final, etc.]. No disposition of documents will be allowed without the prior written consent of the Contracting Officer. The Agency and its contractors are responsible for preventing the alienation or unauthorized destruction of records, including all forms of mutilation. Willful and unlawful destruction, damage or alienation of Federal records is subject to the fines and penalties imposed by 18 U.S.C. 2701. Records may not be removed from the legal custody of the Agency or destroyed without regard to the provisions of the agency records schedules.
