Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL (RFP). THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. This notice is a market research tool used for planning purpose only to determine the availability and capability of small business sources prior to issuance of an RFQ. The US Army Corps of Engineers (USACE), Walla Walla, Washington, District is seeking to identify small business firms capable of providing this requirement. For this requirement the successful offeror shall be required to provide one 150 hp outboard platform jet drive boat engine complete the installation to include removal of the existing motor/cables/linkages and supply & install described material with new linkages, gauges, and controls in a professional manner. The successful contractor shall be required to furnish and deliver a new outboard jet drive motor and accessories for pickup and all materials and work shall be delivered no later than 9 weeks after contract award. They shall provide documentation and other items as stated in the specifications. The 150 hp platform jet drive four stroke shall produce 105 hp @ 5500rpm at the jet pump. The old outboard engines, 40 hp and 90 hp, shall be removed placed on wooded pallets and shall be loaded by offeror into a government truck. Any open holes from the old motor attachments on the transom shall be filled if not being used and new motor shall be mounted consistent with factory and professional standards. New controls, throttle, gages for engine hours and RPM shall be installed. Fuel system shall be modified to work with the new engine. Currently there are 3 gas tanks, one 20 gallon and 2 five gallon tanks. An in-line valve for big tank is needed before the fuel water separator to be able to switch between the large and small tanks. A couple of fittings and fuel lines might be needed and a new gas cap for big 20 gallon tank. The 20 gallon aluminum fuel tank to be drained and cleaned of sediment. The offeror shall be within a 100 miles of Walla Walla, WA. All interested and capable contractors are encouraged to respond. The Government will not pay for any information solicited. Respondents will not be notified of the results of the sources sought evaluation. One of the main functions of this sources sought notice is to assist the Contracting Officer in determining whether an 8(a), Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Certified HUBZone Small Business, Woman-Owned Small Businesses (WOSB) or Small Business set-aside is an acceptable strategy for this procurement. If a full and open competition is ultimately pursued, responses to this synopsis may be used to aid in establishing realistic, achievable small business subcontracting goals.
