Description
This notice is in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior, Bureau of Ocean Energy Management (BOEM) has a requirement to purchase the IHS Gulf of Mexico (GOM) Pressure Database and updates, in support of the mission of the BOEM/Office of Resource Evaluation (RE) in the GOM. The U.S. Department of the Interior, Bureau of Safety and Environmental Enforcement, Acquisition Operations Branch, on behalf of the BOEM, is the contracting office for this procurement. The purpose of this notice is to announce the intent to negotiate and award a firm-fixed-price type of contract on a sole source basis to IHS Global Inc., in accordance with the Federal Acquisition Regulation Subpart 13.5 - Simplified Procedures for Certain Commercial Items under the authority of 41 U.S.C. 1903. IHS is the only responsible source who can provide the Gulf of Mexico Pressure Database required by the BOEM, RE. Since the Macondo oil spill, properly evaluating GOM pressure (geopressure, pore pressure) data has become even more critical for BOEM and the Oil and Gas industry. Geopressure data is used to better understand regional pressure regimes, hydrocarbon migration and entrapment, trap and seal intergrity, fluid contacts in reservoirs, reservoir connectivity, fracture analysis and geohazard identification. BOEM has the urgent need to acquire analyzed pressure data on GOM wells in order to support timely geological and geophysical reviews of plans and permits, fair market value evaluations, resource and reserve estimations, and conservation of resources reviews. As such, an extensive, commercially and immediately available, and standardized pore pressure database is required by the BOEM, RE. The IHS Pressure Database is a unique instrument that offers a large volume of widely situated geopressure data for the GOM that will give BOEM an immediate and important tool in its management of the GOM. It is anticipated that a purchase order will be awarded on or before 8/1/2019 with a 12-month base period of performance and four, 12-month option periods. The applicable NAICS Code is 519190. This is NOT a request for competitive quotations. This notice of intent to sole source is for informational purposes only. However, all responsible sources/interested parties may submit a response/proposal which shall be considered by the agency if received by the Point of Contact (POC) listed below by close of business May 17, 2019 (reference Solicitation 140M0119Q0027). A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
