- NOTICE OF INTENT TO AWARD A SOLE SOURCE The U.S. Department of Energy (DOE), Environmental Management (EM) Consolidated Business Center (CBC), intends to award a contract to Innovative Leadership International, LLC on a sole source basis. The services provided by Innovative Leadership International, LLC are in support of customized executive and group needs at DOE EM Headquarters. The authority permitting this sole source acquisition without full and open competition is prescribed by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. An approved Justification and Approval (J&A) authorizing this procurement will be posted in accordance with FAR 6.305(a) within fourteen days of contract award. The DOE/EMCBC will procure customized executive leadership coaching services designed to build upon and integrate with previous EM leadership development services provided by the same vendor, yet able to re-customize in real time due to changing/emerging needs in order to build a sustainable EM organization and build synergy among the leadership team. Additionally this continuation training will allow executives to continue to work on leadership skills such as culture integration, managing upwards, communication, influence, culture integration, managing perceptions and leadership brand, interpersonal savvy, leverage, contributing maximum value, motivating/engaging employees, and navigating strategic relationships. This will be a dual phase training that will include on-site and over the phone training and follow-up trainings. A solicitation package is not anticipated to be posted publicly and requests for copies of the solicitation in response to this notice will not be honored or acknowledged. A final determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement would be in the best interest of the Government. All responses received by 4:00 PM (Eastern Time) on May 15, 2019 will be considered. All information (capability statement, proposal or quotation) submitted should support the firm ™s abilities to provide the required services and shall be furnished at no cost or obligation to the Government.
