- Notice of Intent to Sole Source: The Naval Supply (NAVSUP) Systems Command, Fleet Logistics Center Jacksonville (FLCJ), FL intends to issue a sole source award for Navy Legacy Flight Support Services to the Navy Legacy Flight Foundation (NLFF), a 501(c)(3) non-profit organization. Commander, Naval Air Forces is establishing, implementing, and funding a Legacy Flight Program for vintage aircraft pilots to train and safely fly in formation with military pilots at public airshows and open house events that benefit DON outreach programs. This effort provides for Contractor support of this program. The Contractor shall provide air show /event support (both CONUS and OCONUS). The Contractor shall support and fly in demonstrations at least forty (40) Navy Legacy Flight Program (NLFP) open houses, airshows, parades, veteran observances, and other events per year as directed/scheduled by Commander Naval Air Forces (CNAF) and Chief of Naval Air Training (CNATRA). The Contractor shall provide at least one (1) sufficient vintage Naval warbirds, Navy/Marine Corps Type/Model/Series operational and/or training aircraft from WWII, Korea, and/or Vietnam eras per event. NLFF, through donations, currently funds the entire cost of this support. However, donations have decreased and the NLFF can no longer sustain support for these events. CNATRA intends to assist in defraying these costs since a benefit is derived with regards to recruiting. The Government intends to issue a firm-fixed price sole source award to the Navy Legacy Flight Foundation in the amount of approximately $800,000.00 per year. The Navy Legacy Flight Foundation (NLFF) is the only entity capable of providing the services and supporting the number of annual events for the limited price stated above. The applicable North American Industrial Classification System Code (NAICS) code that this work falls under is 711320, Promoters of Performing Arts, Sports, and Similar Events without Facilities, with a Small Business Size of $15 Million. This notice of intent is for information purposes only. All sources eligible to provide this requirement must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide this requirement as outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received Tuesday 7 May 2019 at 2:00 p.m. EST, to the effect that comparable services are available, and that it is more advantageous to the Government than obtaining these services through a sole-source contract, then a sole source acquisition award will be made.
