Description
This is a market survey for organizational level (O-Level) service and maintenance of the Mobile Video Surveillance System (MVSS). The MVSS system is a surveillance system mounted in the bed of a light duty 4X4 truck (e.g., F-150) or similar mobile platform so that surveillance can be deployed to field positions. The vendor must provide Operations and Maintenance (O&M) services for repair, supply support, and maintenance for Mobile Video Surveillance Systems (MVSS). Services include removal and replacement of faulty Line Replaceable Units (LRU), preventive and corrective maintenance for hardware and software, with primary support for hardware fault issues (e.g., cameras, mast) and recovery services for trucks that cannot move due to MVSS. It is the FAA ™s intent to develop, award, and administer a contractual agreement on behalf of Customs and Border Protection (CBP) in order to obtain a maintenance and sustainability capability that will support this effort. The contractor would be responsible for maintenance and logistics support within the Rio Grande Valley Sector (McAllen, TX). There is also a potential need at the following sectors (Laredo, TX; Del Rio, TX, Marfa, TX and El Paso, TX). Attached is a draft Statement of Work (SOW) describing the scope of work required for this effort. The FAA is requesting a Rough Order of Magnitude to accomplish this effort. It is requested that the ROM be broken out by labor, acquisitions and help line support, per year for each of one (1) base period and four (4) option periods. Suggested contract line item (CLIN) structures, to include suggested quantity discounts per location, are also desired. Responses to this market survey will be used for informational purposes only. This is not a Screening Information Request or Request for Proposal of any kind. The FAA is not seeking nor accepting unsolicited proposals at this time. Any information provided under this market survey is for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendors' expense. The FAA anticipates awarding an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a period of performance of five years (one one-year base period with four one-year option periods). At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The principle North American Industry Classification System (NAICS) code for this effort is 811219, Other Electronic and Precision Equipment Repair and Maintenance, with a size standard of $20.5M. All responses to this market survey must be received by 4:00 p.m. (central) on 16 May 2019. All responses to this announcement should be submitted via email to the Contracting Specialist and Technical POC at the following: Joshua.d.huckeby@faa.gov (Contracting Specialist) John.mccachern@faa.gov (Technical POC) Respondents are encouraged to review the attached documents and provide comments and questions.
