- PROJECT SCOPE OF WORK : This contract requires western white pine blister rust surveys, and related work in compliance with its terms, specifications and provisions. The objective of this contract is to identify the amount of blister rust infection in western white pine. Contractor self-inspection is required under this contract. The Contractor is required to perform the western white pine blister rust surveys in such a way as to meet a high level of quality. Contractors are advised to visit the work sites to determine average number of trees per acre to survey prior to submitting a quote. The Contractor is responsible for determining the amount of work. PROJECT LOCATION : USDA Forest Service, Colville National Forest, Newport and Sullivan Lake Ranger Districts (Washington State). Refer to Attachment 1 - Vicinity Maps in this FBO Presolicitation Notice. DESIRED START DATE : June 17 (Monday), 2019 RECOMMENDED CONTRACT TIME : Sixty (60) calendar days. MINIMUM RATE OF PROGRESS : 5.65 plots per day. MINIMUM ACCEPTABLE QUALITY : The minimum acceptable quality for Blister Rust Surveys is 95 percent when deficiencies may be corrected by rework. GOVERNMENT FURNISHED PROPERTY (GFP) : White Pine Blister Rust Project Area Maps; White Pine Blister Rust Survey Forms; White Pine Blister Rust Sketch Maps; Detailed WPBR Unit Information Sheet; Flagging; and Digital Aerial Photographs. DATA SUBMISSION REQUIREMENTS : The Contractor is not required to record electronic data. The Contractor is required to record all data on government furnished hard copy write-in-the-rain field data forms and maps. These hard copy field data and map forms may be scanned and submitted to government via e-mail. Upon completion of contract and prior to final payment, all recorded field data forms and maps must be delivered to government by hand or via USPS. It is the Contractor's responsibility to determine if his/her computer is compatible with the government. SUPERVISION REQUIREMENT : One supervisor, conversant in the English language, shall be designated in writing by the Contractor for each crew. The written designation shall indicate the limits of the supervisor's authority. When two or more people are designated as supervisor, their written delegation shall indicate the priority of their designations so no more than one person shall be in charge of a crew at any one time. CAMPING : If the Contractor desires to camp, no work will be allowed until sanitary facilities have been provided at the campsite. In addition, a camping permit must be issued by the Contracting Officer. CONTRACT TYPE : This will be awarded as a firm-fixed-price (FFP) Commercial Service Contract.
