Description

Naval Air Systems Command (NAVAIR) intends to award a sole source Cost-Plus-Fixed-Fee (CPFF) Delivery Order (DO) under Basic Ordering Agreement (BOA) N00019-17-G-0011 with Alliant Techsystems Operations LLC to provide Non-Recurring Engineering (NRE) efforts to address obsolescence issues related to Special Test Equipment (STE) on the Front End Assembly (FEA) Test Station, the Millimeter Wave (MMW) Transceiver Test Station, the Compact Range Test Equipment, the Visual Test System (VTS), and the MX-12348/USM Cable Assembly Set Interface Device (Box 5) at the Contractor's facility in Northridge, CA with an estimated delivery date of January, 28, 2022. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Alliant Techsystems Operations LLC is the sole designer, developer, and manufacturer of the AARGM and is the only known source available with the requisite technical knowledge, experience, and tooling to produce and satisfy the Government's requirements described herein. Further, the Government has insufficient rights in required technical data and computer software to support a competition. The North American Industry Classification Systems (NAICS) code for the supplies anticipated needed herein is 336414. Subcontracting opportunities should be sought directly from Alliant Techsystems Operations LLC at the following address: Northrop Grumman, Defense Electronic Systems, 9401 Corbin Avenue, Northridge, CA 91324. IMPORTANT ADDITIONAL INFORMATION FOR INTERESTED PARTIES: All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above. This effort requires access to "Military Critical Technical Data" requiring a DD Form 1234, and the data associated with the Advanced Anti-Radiation Guided Missile (AARGM) is export controlled and is not available to foreign sources or representatives.
