Description
The wsolicitation files are attached in order to view the solicitation files contractor's must request explicit access through the Federal Business Opportunities website at https://www.fbo.gov. By requesting explicit access, contractor's are consenting to the terms in DHS Form 11000-6 (08-04), "Non-Disclosure Agreement", attached hereto. Any questions regarding requests for explicit access should be addressed to the FBO.gov federal service helpdesk. The US Department of Homeland Security (DHS), National Protection and Programs Directorate (NPPD), Federal Protective Service (FPS) has a requirement to acquire armed Protective Security Officer (PSO) services at various Customs and Border Patrol (CBP) locations in Puerto Rico. The Contractor shall provide all labor, material, management, supervision, training, licenses, and permits to provide the services in accordance with the Statement of Work (SOW). The Period of Performance is for a one-year base period with four one-year option periods and an optional 6 month extension. Services shall be furnished via an Indefinite Delivery/Indefinite Quantity (IDIQ) contract. This acquisition is being solicited under a 8(a) small business set aside. Resultant task orders under this contract will be firm fixed prices. The source selection process to be utilized for this acquisition is best value/trade-off. The technical, non-price factors, when combined, are more important than price. The estimated PSO service hours for CBP Puerto Rico are 894,625 hours for a 66-month period. The submission requirements and evaluation criteria will be defined in the solicitation. The North American Industry Classification System (NAICS) code is 561612 with size standard is $20.5 million. The Contractor is required to register with the System for Award Management (SAM) at http://www.sam.gov. No contract award shall be made to any contractor that is not registered or in the process of registering with the System for Award Management.
