Description
BF Sisk Dam Safety of Dams Modifications Industry Day Notice NOTICE: This is not a solicitation. The U.S. Bureau of Reclamation, Mid-Pacific Region will host an Industry Day for the BF Sisk Dam Safety of Dams (SOD) Modifications Project. This project will be awarded in multiple phases, the first of which is scheduled for Fall of 2020. The purpose of this Industry Day is to improve the Industry ¿s understanding of Reclamation ¿s requirements, answer questions on the BF Sisk Dam SOD project, and solicit feedback from industry as part of our market research. Projected Requirement Details: The Bureau of Reclamation (Reclamation), a water management agency within the Department of the Interior, desires to engage the heavy civil construction industry to provide a clear, concise, fair, and reasonable approach regarding the construction of the BF Sisk Safety of Dam Modifications Project. The project is located in Merced County, CA. Major project features include: raising the existing embankments twelve feet; foundation excavation including dewatering efforts; constructing shear key and downstream stability berms; blasting and excavating approximately 21 million cubic yards from onsite borrow areas; processing excavated material for use as filter, drain, riprap, bedding, rockfill, and miscellaneous fill for completion of a zoned embankment dam; modifications to the concrete spillway; removing and replacing existing toe drain pipe. Work will be scheduled so reservoir restrictions will not be required. However, the Dam and outlet works will remain functional for normal operations during construction. The estimated duration for all phases of construction is estimated to be 8 years. The current plan is to complete the project in 4 distinct contracts. The estimated cost of each contract is $250,000,000.00 to $500,000,000.00 The Government will provide draft drawings for informational purposes upon request prior to the industry dam. Industry Day Details: Reclamation announces an Industry Day for any entity or entities interested in constructing the BF Sisk SOD Modifications. Industry Day will be held in Los Banos, CA on May 24, 2019. Map for location and directions from Interstate 5 will be provided upon registering for the industry day. Each one-on-one appointment will be 20 minutes in duration. NOTE ¿ We have ten (10) one-on-one sessions available. Approval for the one-on-one sessions will be determined by the Government and is intended only for prime contractors. Information Requested: Interested parties who consider themselves to have the organizational capabilities (as a prime contractor) to perform the above-listed requirements are invited to submit a response to these questions by May 16, 2019. All responses must be emailed to Mr. Erik Danger, Contracting Officer, at edanger@usbr.gov, and carbon copy (CC) Mr. Richard Welsh, Construction Engineer, at rwelsh@usbr.gov. Firms will be provided their individual meeting time via email no later than Tuesday, May 21, 2019. Please keep the responses short, concise, and to the point. Only provide expanded information if the providing entity finds the information valuable. Lengthy, verbose responses are not required nor desired. Please limit the total response to no more than 10 pages. 1. Organization name, address, email address, website address, telephone number, and business size (small or large) and type of ownership for the organization; include DUNS number and CAGE code. 2. Please address your firm's specific capabilities and bonding capacity. Individual meetings will be restricted to firms or joint ventures with relevant experience and bond capacity serving in the capacity of prime contractor. 3. Experience: Interested firms are requested to provide examples of relevant project experience. 4. It is Reclamation ¿s intent to explore procurement methods to engage construction contractors during Reclamation ¿s final design process. In addition, procurement methods that allow allocation of risks between the contractor and owner is a fair, equitable, and appropriate manner. What is your experience with Design Bid Build, Early Contractor Involvement (ECI) A.K.A., Construction Manager at Risk (CMAR) methods for project delivery? Describe your experience preparing and submitting request for proposal (RFP) using the best value-tradeoff process, in accordance with FAR Part 15, Contracting by Negotiations. Based on your experience, which of these contracting methods would you recommend and why? This information is for market research purposes only and is not a Request for Proposal (RFP). The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice or for travel for attendance at the Industry Day.
