- This posting serves to notify offerors that Cornerstone Initiative Request (CIR) CS-19-1701 for Trusted Capital Marketplace has been released to consortium members as of 03 May 2019. The U.S. Army Contracting Command - Rock Island, on behalf of Combat Capabilities Development Command Chemical Biological Center, the Industrial Base Analysis and Sustainment (IBAS) program and Global Markets & Investments (GMI) office within the office of the Deputy Assistant Secretary of Defense for Industrial Policy (DASD INDPOL), in support of the Office of the Under Secretary of Defense for Acquisition & Sustainment (OUSD( A&S)) issued a competitive Cornerstone Initiative Request (CIR) CS-19-1701 on 03 May 19, with a closing date of 23 May 19. The CIR for development of a Trusted Capital Marketplace (TCM) is restricted to Cornerstone consortium members only. The CIR will use a best value evaluation approach. The CIR will solicit proposals for one (1) or more other transaction agreement (OTA) awards. Period of performance will be five (5) years. If one or more prototypes are successful, the intent is to award a follow-on prototyping task to qualify prototype functions, capabilities, and capacities. The purpose of this CIR is to solicit proposals to create a prototype capability that establishes a Trusted Capital Marketplace (TCM) and public-private partnerships (P3) encompassing companies and capital providers. The TCM program will utilize 10 U.S.C. § 2371b Other Transaction Authority (OT) authority to form an Agreement with a non-profit or for-profit entity which will serve as a Trusted Capital Marketplace Manager (TCMM) for the Cornerstone OTA Consortium. The TCMM will create and operate a marketplace for third-party investors and relevant companies. At the Department of Defense's (DoD's) discretion, the marketplace may also serve as a conduit to leverage U.S. or approved other-government funding, including but not limited, to loan programs, cost-sharing with non-government entities, and awards to third party investors. During Phase 1 candidates will submit slides and required vetting data no later than 4:00pm Central on 23 May 2019. Government personnel will assess the adequacy of the slides and the vetting data and will down-select candidates for Phase 2 not later than 3 June. Phase 2, which begins on 17 June 2019, includes oral presentations. Down-selected candidates will deliver oral presentations in the Washington DC/Northern Virginia region. Negotiations will occur following down-select. The Government reserves the right to make one award, multiple awards, or no award. Communications: The open solicitation CIR for the Trusted Capital Marketplace is communicated to all Cornerstone consortium and companies with pending applications via email. Entities are required to have begun the membership process for their proposal to be reviewed. Entities must be members of the Cornerstone consortium, with a signed Cornerstone Consortium Management Agreement (CMA), to be awarded this OTA task.
