Description
The intent of the design-build project is to relocate the existing Barber Shop and Laundry from Building 251 to Building 243, and convert the vacated Building 251 spaces into private office, counseling spaces for five individuals, public spaces for reception and waiting areas, computers, classrooms, lending closet, and storage area for Army Counseling Services (ACS) on Torii Station, Okinawa, Japan. Building 251 scope: After successful relocation, the contractor will redesign and configure vacated spaces into private office, counseling spaces for five individuals, public spaces for reception and waiting areas, computers, classrooms, lending closet, and storage area. Electrical work includes, but is not limited to: demolition of existing receptacle and lighting circuits in the building, and re-circuiting all power and lighting circuits for the ACS spaces, utilizing a new panel. The existing underground service to the building will be reused and extended. Tele-communication work is in Building 251 only. Building 243 scope: The repair of Concession Mall will include, but is not limited to: the replacement of existing electrical power and lighting to accommodate laundry equipment. Electrical work in the relocated laundry in the building will require dedicated circuits for four relocated washing machines and four dryers. The relocated barber shop in the building will require convenience outlets for barber shop equipment. All circuits for the barber shop and laundromat will be serviced from new panels in the building. The existing overhead service to the building will be reused. Only local sources will be considered under this solicitation. Local sources are those sources physically located and licensed to conduct business in Japan. Anticipated period of performance is 360 calendar days after receipt of notice to proceed for the base period. SOLICITATION INFORMATION: 1. Procurement Method: The Government will issue a Request for Proposal (RFP) solicitation. 2. The Governments anticipates issuing the solicitation no later than May 2019. The solicitation when issued, will identify the bid submission due date. All solicitation documents, drawings, and specifications will be posted on Federal Business Opportunities (FedBizOpps) when issued. Interested Vendors are responsible for monitoring FedBizOpps for issuance of the solicitation and/or amendments. 3. The Government intends to award a firm-fixed-price construction contract as a result of this RFP. 4. All interested companies shall be actively registered in the System for Award Management (SAM) database in order to be eligible for award of Government contracts. Information on registration and annual confirmation requirements may be found at http://www.sam.gov. For a Joint Venture, the Joint Venture as an independent entity must be registered in SAM as such. IMPORTANT NOTICE: Effective April 29, 2018, a notarized letter is required to be sent to the Federal Service Desk (FSD) on all CURRENT registrants at System for Award Management (SAM) who have a requirement to update data on their SAM record. The notarized letter is mandatory and is required before the FSD will activate the entity's registration. Instructions concerning this procedure can be accessed from the FAQ link at the SAM website. 5. Only local sources will be considered under this solicitation. No small business set-aside. Local sources are sources (e.g. corporations, partnerships or Joint Ventures [For a Joint Venture, the Joint Venture as an independent entity must satisfy the local source requirements or in the alternative, each member of the Joint Venture must individually satisfy the local source requirements]) that are physically located in Japan and authorized (i.e. licensed and registered) to perform in Japan, the type of construction work specified in this solicitation. Specifically, a company must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the resultant contract. 6. Additionally, prior to award of the contract, interested vendors must be registered with the Government of Japan to do construction work in Japan and possess necessary construction licenses and permits to perform the requisite work identified in the solicitation. 7. Interested vendors which have not submitted Bidders Mailing List Applications to the Japan Engineer District (JED) Camp Zama office are requested to go to the U.S. Army Corps of Engineers, Japan Engineering District, Contracting Division website: http://www.poj.usace.army.mil/BusinessWithUs/GettingStarted.aspx to download the Bidders Mailing List Application. Such vendors shall be required to complete the aforementioned application and submit documents indicating they are registered with the Government of Japan to perform construction in Japan and possess both the necessary construction licenses and permits required to perform the requisite work identified in the solicitation. JED recommends that this information is submitted or updated prior to proposal submission.
